Saxi City Council Approves Speed Limit Reductions in 'The Station' Development Following Traffic Study
The council reviewed the results of a traffic study for the Station development and considered an ordinance to amend speed limits and traffic regulations. The study recommended lowering the speed limit on Commons Parkway from 30 mph to 25 mph and on other public streets within the Station development to 25 mph, excluding Station Boulevard which remains at 30 mph. Additionally, recommendations include installing all-way stop control at two intersections (UG Street at Commons Parkway, and Commons Parkway at Parkside Trail) due to limited site visibility, refreshing crosswalk and pavement markings, adding signage, and maintaining vegetation within site visibility triangles. The ordinance amendment specifically addresses the speed limit changes. Other traffic calming measures will be implemented through regular city business and budget allocations.
Saxi City Council Discusses Rising Healthcare Costs and Benefits Renewal Options
The council received an update from Hub International, the city's benefit consultant, regarding current claims experience and the upcoming employee benefits renewal for January 1, 2027. Medical inflation is projected to increase significantly nationally (20-25% for 2025/2026), with Texas being among the most expensive states for healthcare. Key cost drivers include cancer treatments, specialty pharmaceuticals (like GLP1s for diabetics), musculoskeletal conditions, and a high number of large claimants ($50,000+ spend). The city's loss ratio has been high (123% in 2024, 131.7% in 2025). Hub International recommended exploring level-funded arrangements and conducting a dependent audit to identify ineligible dependents. An RFP process for benefits is scheduled, with a presentation of final offers in October and open enrollment in November.
Saxi City Council Approves Ordinance for Manufactured Home Zoning District
The council considered and approved an ordinance amendment to establish a manufactured home zoning district within the Old Town Zoning District, creating a "neighborhood manufacturing home character area." This action is a state requirement for cities to permit new HUD code manufactured homes by September 1, 2026. Saxi City Council Authorizes Notice of Intent to Issue Certificates of Obligation for Road and Service Center Projects
The council considered and adopted a resolution directing the publication and posting of notice of intention to issue combination tax and revenue certificates of obligation. This action is the first step in the process of issuing debt for road projects, specifically Merritt Road, and the Public Works and Park Service Center. Financial advisor Jason Hughes presented an overview of the city's outstanding debt and potential legislative changes affecting debt issuance. The notice of intent is for $18,150,000, with the final amount to be determined later. The process includes public notices, discussions with rating agencies, a public hearing for approval, and final closing. Saxi City Council Proclaims July Parks and Recreation Month, Celebrates Department Awards
