City Council Considers Adding Full-Time Patrol Officer to Address Staffing Shortages
Council Member Kevin Kelly inquired about adding a full-time patrol officer position to the police department, primarily to address staffing shortages due to two officers being on military leave. The discussion focused on the potential impact on overtime costs. While the new position is expected to reduce overtime, it will not eliminate it entirely due to minimum staffing standards and other challenges like sick calls and training. The new hire is a certified officer, but will start at a cadet level (step zero) until training is complete, potentially offering cost savings compared to replacing a higher-step officer. The exact overtime cost savings were to be provided to Council Member Kelly.

Council to Review E-Bike Usage Rules and Health Inspection Reporting Transparency
During the future agenda items discussion, Council Member Ison requested that e-bike and scooter use in the city be revisited, focusing on potential educational initiatives for both youth and adults regarding roadway rules. She also raised concerns about the visibility and size of signage in parks indicating restrictions on e-bike usage. Additionally, she requested a review of the city's health inspection process, specifically concerning the formatting of online reports for mobile viewing and the availability of detailed reports explaining inspection scores, including reasons for failures and re-inspection updates. City staff confirmed that health inspection information is available through a third-party inspector and can be shared via public information requests, but cautioned against publicly posting detailed failure reasons due to potential negative economic impact on local businesses. A presentation on e-bike and scooter use is planned, and IT will review the health inspection report formatting.
