The sale agreement requires the city to zone the property to C2 and extend utilities to within 100 feet of the development, an estimated cost of $30,000. Staff recommended approval, noting the existing zoning complies with the proposed use and the utility extension benefits city property across the street.
City Council Approves Enhanced Stop-Loss Coverage for Health Plan
The city council discussed a motion to award the bid for stop-loss coverage for the city's self-insured health plan. The proposed plan involves moving to the Paro program, which offers a 30% annual rate cap and a long-term solution for insurance sustainability. While Sunlife submitted a better reinsurance bid, Paro is considered a better fit for long-term sustainability. The recommended plan includes increasing the city's deductible to $125,000, representing an additional $25,000 of risk per individual. The Paro program also involves a capital contribution, which is refundable with interest if the city leaves the program. Staff recommended awarding the bid to Sunlife through the Paro program.
City Amends Zoning for Downtown Revitalization, Restricting Marijuana Businesses
A public hearing was held for Bill 2026-08, a text amendment to Chapter 42 of the city ordinances concerning the City Center District. The amendment aims to support downtown revitalization by removing marijuana-related uses from the City Center District, adding a definition for marijuana dispensaries, and applying distance requirements similar to those for other regulated uses. It also removes the provision for parking reduction in the City Center District based on bike parking and cleans up outdated regulations regarding adult-oriented businesses. The planning and zoning commission recommended approval.

This temporary measure allows the city time to research and develop comprehensive land use, infrastructure, and utility regulations for such facilities. The city is also coordinating with RMU regarding utility capacity and policies, and the moratorium aims to prevent a cost burden on existing utility users.
