City Clarifies Debt Issuances and Water Utility Financials Amidst Resident Questions
During public comment, concerns were raised about the potential sale of the water utility and the issuance of debt. Gordon Carson asked for clarification on a $37 million bond sale and its implications for the water department's sale. Matt Lindolfi, addressing the financial resolutions, clarified that the bond and note issuances were not new debt but rather a consolidation and refinancing of existing debt. Specifically, $11.6 million in bonds for the water utility represented consolidating 10 years of notes into one bond issue, and $36 million in the general fund was a reissuance of one-year notes, with no new permanent debt being issued. He emphasized these were financial decisions recommended by auditors.

Recreation received authorization for the Mayor and Council to enter an agreement for the recreation kids trust fund grant.
Council Introduces Numerous Ordinances and Resolutions Covering Budget, Infrastructure, and Services
The City Council introduced multiple ordinances and resolutions. Ordinance 0-17-26 addresses exceeding budget appropriation limits and establishing a cap bank due to increased expenses. Ordinance 0-18-26 is a refunding bond ordinance for terminal leave payments to retiring employees. Ordinance 0-19-26 covers the acquisition of vehicles. Ordinances 0-20-26 and 0-21-26 concern the demolition of Pier Street properties and the construction of a temporary parking lot. Ordinance 0-22-26 adopts a redevelopment plan for the Pravo site. Resolutions include authorizing a cell tower lease sale, agreements for CDBG funding, environmental commission appointment, engineering services for demolition, IT services, debt issuance, building permit fee refund, right-of-way release, banner pole installation, hazard mitigation plan adoption, park renovation engineering services, sanitation repair, wayfinding signage, water quality assurance, purchasing police vehicles, and vegetation control. The introduction of the municipal and temporary capital budgets were also noted.
Agreement Authorized for Banner Pole Installation on County Roadways
Resolution AR-157-26 authorizes an agreement with the county of Union for the installation of banner poles along county roadways. The goal is to enhance visibility and serve as a marketing tool for the city.
IT Services Contract Awarded to Tri-State Technical Services
The council adopted multiple resolutions as part of the consent agenda, including AR-152-26, which awards a contract to Tri-State Technical Services for IT services for the city of Rawway.
