Vine and Oak Restaurant Expansion Approved with Parking Variance and Tree Protection Conditions
The planning board reviewed an application for minor site plan approval with bulk variance relief for interior renovations to the existing restaurant, Vine and Oak, located at 100 South Avenue East. The proposed renovations include adding a 780-square-foot mezzanine to accommodate 38 additional seats. The applicant sought a waiver for parking requirements, arguing that on-street parking and the downtown location mitigate the need for additional on-site spaces. The board also considered a request from the Shade Tree Commission regarding tree protection during construction, to which the applicant agreed. The application was ultimately approved with conditions, including the implementation of a tree protection plan. Additionally, a design waiver was granted for not providing outdoor bicycle racks.
49 Meeker Ave/Winans Ave Site Plan Approved with Variances for Pre-existing Non-Conformities and Environmental Conditions
The planning board heard an application for preliminary and final site plan approval with C1 and C2 variance relief for properties at 49 Meeker Avenue and Winans Avenue. The applicant, Jerry Gasparo (owner of Anna Capri Foods), sought to utilize two existing buildings on the Meeker Avenue property for overflow storage for his food business and lease the largest building to Bright Planet Solar for warehousing. The application involved addressing pre-existing non-conformities, including lot coverage, setbacks, and distance requirements, and proposed modifications such as removing parking spaces and a curbed island to improve site circulation for trucks. The board also addressed concerns from the Police Department regarding truck idling, the Shade Tree Commission regarding tree protection and landscaping, and the Environmental Commission regarding impervious surface reduction and EV charging infrastructure. The application was approved with several conditions, including a plan for tree protection, landscaping, provision of a bicycle rack, and the installation of EV charging infrastructure.
