City Council Grapples with Budget Deficit, Approves Senior Lunch Funding, Debates PCTV Future
The City Council reviewed and discussed the revised proposed Fiscal Year 2026-2027 operating and capital budget, aiming to balance the budget after significant reductions. The discussion highlighted the "Yellow Brick Road" method to address a projected deficit, with efforts to reduce departmental expenditures, re-evaluate fire department annexation costs, and consider not implementing cost-of-living adjustments (COLAs). Specific attention was given to proposed reductions in the PCTV (Pinole Community Television) fund and the Senior Lunch Program. The council ultimately voted to restore funding for the Senior Lunch Program to four days a week and eliminate stipends for high school interns. A significant portion of the discussion focused on the PCTV budget, with proposals to reduce its subsidy to match its revenue, potentially impacting staffing and services. The council also addressed the Capital Improvement Program (CIP), deferring or eliminating certain projects to prioritize road rehabilitation and other essential infrastructure. A motion to defer the Plum Street parking lot project and the skate park rehabilitation project failed. The council also agreed to hold a potential budget adoption meeting on June 23rd if needed. The final budget is expected to be presented for adoption on June 16th.
