Village Council Reviews Proposed Updates to Engineering Standards Manual

The Village Council is considering updates to the Engineering Standards and Specifications Manual (ESSM), which establishes minimum site design and infrastructure standards for new commercial development and subdivisions. The manual, first adopted in 2004 and last amended in 2015, is being updated to improve its look, functionality, and ensure consistency with the Development Ordinance. Key proposed changes include updating outdated references, incorporating digital age advancements, clarifying processes for modifications and waivers, and updating design standards to reflect current community character. Specific structural changes involve renaming Section 3 to 'Public Rights-of-Way' and Section 5 to 'Stormwater Conveyance and Management.' Amendments to Section 1 aim to clarify the application of standards and require objective criteria for modification or waiver requests. Section 2 will include a definition for 'improved street,' crucial for new development frontage requirements. Section 3 proposes moving the waiver decision for curb and gutter from Village Council to staff discretion, supported by engineer justification. Section 4 introduces a threshold for requiring Traffic Impact Studies (TIS) at 1,000 new daily trips or 100 new peak hour trips, aligning with other municipalities and DOT standards. A new option for 'payment in lieu' of traffic impact improvements is proposed, allowing developers to pay 150% of the estimated cost, though staff express concerns about managing these funds. Section 5 (now Stormwater Conveyance and Management) incorporates water supply watershed requirements and mandates that all new development meet 2, 10, and 25-year storm pre- and post-development runoff rates, a significant improvement over the current 10-year storm standard. A new requirement for Operation and Maintenance (O&M) agreements for stormwater management systems is introduced to ensure long-term functionality. Section 6 addresses water distribution and wastewater collection, clarifying fire flow calculation methods. Appendix updates include minor adjustments to approval blocks and the addition of a road closure notification procedure. The draft is expected to be posted for public comment in August/September, with adoption targeted for September/October.
