Town Council Approves Budget Amendments for Town Hall Generator Project
The Town Council approved two ordinances related to the town hall generator project and budget amendments. Ordinance 3186 transfers $300,000 from the general capital reserve to the town hall fund. Ordinance 3187 authorizes the town hall project and recognizes $25,000 in accumulated interest within the town hall fund, bringing the total available to $325,000 for the generator project. The council clarified that the transfer amount is specifically for covering the generator cost and that any remaining funds after project completion will be addressed in future budget discussions.
Planning Department Updates on Comprehensive Plan, UDO Reviews, and Upcoming Projects
The Planning Department provided updates on several ongoing initiatives and upcoming agenda items. This includes seeking an ETJ member for the Planning Board, ongoing comprehensive plan implementation with a focus on open space and tree protection (returning June 9th), and reviewing Unified Development Ordinance (UDO) standards for accessory dwelling units (ADUs) and parking. The department is also preparing to release information from a parking issue paper. Three projects are slated for the June 9th agenda: Ravensbrook 5 (conceptual development plan for 86 acres, recommended denial by Planning Board), Carol Pines Phase One PDP (35-lot phase, recommended approval by Planning Board), and a mixed-use project at WER Road and Highway 22 (6 residential lots and a religious institution use, rezoning to planned development). The department also committed to improving presentation style to be more visual and story-based, using staff reports as detailed repositories of information.
FY2027 Budget Update Includes MSD Tax Increase and Building Fee Adjustments
The Town Council received an update on the Fiscal Year 2027 budget and proposed changes to building inspection fees. The MSD tax rate is proposed to increase from 52 to 55 pennies to set aside funds for future roadway reconstruction. Several annual documents, including fee schedules for public works, utilities, permits, inspections, and capital project funds, will be presented on the June consent agenda. The building inspection fees have not been updated since 2019, and the proposed increases aim to better balance costs and align with surrounding municipalities. Some fees are projected to increase significantly, with the overall goal of aligning revenue with operational costs for the building department.
