Orono Council Clarifies Open Meeting Law Triggers in New Policy Manual
During the review of the Council Policies and Procedures Manual, a yellow comment box highlighted a clarification on open meeting laws. It was clarified that open meeting laws are triggered by a quorum of the council (four members) discussing town business, or by any council-appointed committee of three or more members discussing public business. This clarifies a previous understanding that a quorum might be as low as three members. The manual now reflects this legal distinction, emphasizing that council-appointed committees also need to adhere to public meeting requirements. Town Manager Clint is working to ensure all council-appointed committees are properly noticing their meetings.
Orono Council Approves Grant Application for Marden Park Revitalization, Including Walking Path and Parking
The Town Council unanimously approved Order 26149, concerning the Marden Park revitalization. This order supports applying for the Land and Water Conservation Fund, a 50-50 matching grant, to revitalize the baseball field and add amenities, including a walking path around the parcel and dedicated parking. The park currently faces drainage issues, leading to prolonged wetness and deterioration of existing structures. The project aims to improve park accessibility for all abilities and support the Orno Easy Little League. The total estimated project cost is $340,000, with the town's match potentially including previously set-aside funds and future capital program allocations.
Orono Town Council Approves Transfer of $2,700 Trust Fund Distribution to Library Construction Account
The Town Council approved Order 26141, authorizing the town manager to deposit an annual distribution of $2,700 from the Helen Park Trust Fund into the Library Construction Account. Library Director Lori Carpenter explained that since 2005, the library has received these distributions, and previously the council approved moving the funds to the construction account. This order ensures the latest distribution is also allocated to the library's construction fund.
Orono Town Council Approves Zoning Changes for Orno Business Center and Brewery Definition
