Mayor Unveils 2027 Budget: Flat Tax Levy, Boosted Parks, Police, and Fire Funding
Mayor Neely presented the 2027 Recommended Budget, "The Story of Us, One Omaha," a $1.7 billion budget with a $600 million general fund operating budget. The budget maintains a flat property tax levy while increasing investment in parks, police, and fire departments. Key allocations include $5 million for parks maintenance and capital needs, a 20% increase in general fund spending for parks in 2027, and funding for 14 new full-time equivalent positions in the parks department. The police department will reach full staffing of 960 sworn officers with new hires and vehicle/technology investments. The fire department will add nine new firefighters. The library budget will increase by 8% to boost collections and reduce wait times. The planning department receives $850,000 for zoning and subdivision code transformation. Human Rights and Relations will continue to support small businesses and implement poverty elimination plans. Public Works requests six new positions and $3.5 million for four additional parking facilities. The capital budget includes a new public safety headquarters and a fire headquarters replacement. Tranquility Park will be transformed into a soccer magnet with increased turf fields. The Omaha streetcar maintenance facility will be completed in 2027. The Chi Health Center Omaha is undergoing a $200 million expansion. The city is building cash reserves for emergencies, with the 2027 fund standing at $77.6 million. Public hearings for the budget and CIP are scheduled for August 11th, with a vote on August 26th, and the budget takes effect January 1st, 2027.
Lake Street Grocery Store Approved, Addressing Food Desert and Neighborhood Needs
Council Member Goodwin expressed strong support for the Lake Street grocery store edition, a project located southwest of Lake Street and 25th Street. She highlighted its importance as an infill development on vacant land, its potential to create jobs, and its role in addressing the food desert in North Omaha. Goodwin acknowledged concerns raised by a resident regarding traffic, noise, and crime, stating that these issues are being actively addressed through ongoing development discussions and collaboration with stakeholders, including the police department. The project is designed to be a community asset and is expected to drive future investment. The council approved the associated ordinances and resolutions with a 7-0 vote.
