Council Engages in Budget Deliberations and Renews SDLA Training Agreement

Oakleaf Development Agreement Amended to Include Future Fire Station Site
The council approved the first amendment to the Oakleaf mixed-use development agreement, which will allow for the location of the Pavilion-Le Vista Fire Station within the Oakleaf mixed-use area. This amendment adjusts the development plan, signed budget, and landscape plan to accommodate the fire station. While the land is under control via an agreement with the mutual fire organization, no approval for the actual construction of the fire station has been made by the council.

Councilmember Sunday introduced it to protect public comment time and prevent intimidation. Councilmember Mumgard opposed it, citing vagueness and arguing it would create 'quiet puppets' and hinder necessary clarification. Councilmembers Stwie and Ingberg discussed the nuances of questioning versus debating during public hearings. The ordinance passed with a 5-1 vote.
City Adopts Floodplain Amendment to Definition of Substantial Improvement
The council passed Ordinance 2089, which amends section 20511 of the Pavilion Municipal Code regarding the definition of substantial improvement in floodplains. The applicant for this amendment was the city of Pavilion. The change aims to update regulations, potentially easing development constraints in floodplains.
