Belleview Council Approves Numerous Infrastructure and Utility Projects
The council approved multiple items related to utility projects and infrastructure. These included an agreement with Skimmer Associates for amendment number one on reconstruction projects for Fontell Hills and Forest Hills, approval of a final payment application and project completion acceptance for an unspecified project, an agreement with Felsburg Holton Ulivig for a Kart Road traffic study, and the approval of a project proposal and waiver from OPD for a new transformer and cable for the Quail Creek lift station. Additionally, contracts were approved for easement acquisition for the WW26 interceptor sewer and connection to structure C projects with KTC LLC and Davies, and an emergency repair of a failed concrete pipe at 1507 Cobblestone Lane Circle with Himus Corp. Finally, an agreement with Alfred Benes and Company for engineering services for the 2026 concrete projects package one was approved.
Belleview City Council Requires Conditional Use Permits for New Self-Storage Facilities
The council approved Ordinance Number 4216, which amends the city's zoning ordinance to remove self-storage facilities as a permitted use in the flex, light manufacturing, and heavy manufacturing zoning districts, requiring a conditional use permit instead. Existing self-storage facilities are grandfathered in, but any expansion would require city council approval through a site plan approval process. The change aims to manage the remaining land effectively, with the understanding that self-storage developments are generally approved if they are sensible and align with city goals.
Belleview Approves Firearm Range Construction Work
The council approved a quote with Doll Construction for dirt work, electrical work, and concrete work for the future Belleview Firearm Range, with an amended amount not to exceed $51,644. The initial agenda item (16A) was amended earlier in the meeting to reflect this amount.
Belleview Council Addresses Speeding Concerns on Cedar Island Road
The council heard citizen concerns regarding excessive speeding on Cedar Island Road and Linda Street, with residents expressing fear of using the road due to high-speed drivers and the risk of accidents. The police chief committed to adding the area to selective enforcement and deploying a speed trailer. Public works will also deploy traffic counters to gather data on speed and vehicle types. The discussion highlighted that Cedar Island Road is classified as a collector or minor arterial, which limits the ability to install speed tables or stop signs as speed control devices according to the Manual of Uniform Traffic Control Devices. Belleview City Council Approves Establishment of City Museum
