Conditional Use Permit for Pure Light Redevelopment Approved

The application for a conditional use permit for Pure Light at 380 Star Road was reviewed. The proposed improvements include a utility shed, raw materials storage shed, underground fire water containment tank, above-ground fire suppression water tank, underground stormwater management system, and a tank farm. The project aims to increase impervious coverage by just over one percent and will replace existing parking areas with an asphalt overlay. Stormwater management will utilize an underground system designed to capture and infiltrate water, discharging overflow back into the site's system. Containment measures are in place to prevent materials from the tank farm from entering the stormwater system, with any spills requiring manual pumping. The proposed improvements comply with the UB zoning district regulations, with the exception of a variance granted for the setback of the central utility building. Traffic analysis indicates a reduction in traffic compared to the previous use by W.L. Gore and Associates. Screening and buffering along Star Road, performance standards for odor and noise, landscape plans, vehicular access, traffic controls, lighting, loading spaces, and parking are all addressed in the application. The application was found to comply with the conditional use approval criteria. Additional landscaping, including Arborvitae, will be planted along the southeastern property line to buffer residents, and low-lying shrubs will be used along the driveway for apparatus access. Lighting for the tank farm will be switch-operated and used on an as-needed basis. The site will be a 24-hour operation, but outdoor lighting will be adjusted to minimize impact. Construction activities will primarily occur indoors, with outdoor work adhering to township noise ordinances. A condition was added requiring Pure Light to forward their emergency response plan, a list of chemicals handled, and delivery schedules to the township and Avondale fire company.
