Verizon Franchise Agreement Renewed

Public Works Updates on Sewer Projects, Capital Improvements, and Maintenance
Public Works reported on routine maintenance of pump stations and sewer plants. Additionally, parking areas at the Bush Hill Farm dog park were expanded, sinkhole repairs were conducted on Woods View Drive, and debris was cleared from storm drains.

A resident inquired about how the acceptance of plans for 'Shops at Conquered' would affect established deadlines, referencing the standard 90-day review clock in Pennsylvania for developments once plans are accepted. The township explained that the process involves review by multiple entities including the Planning Commission, engineer, sewer authority, fire marshal, planning consultant, and county planning commission. Extensions are common, especially for large projects, as applicants may need more time to address reviewer questions. The township council can also request extensions. The resident also asked about an August date previously scheduled, which was clarified as an extension for the underlying zoning to July, with the status of the older zoning plan being uncertain. Paul Lincoln of the Writings Homeowners Association and Bridge HOA reiterated concerns about stormwater impacts from the 'Shops at Conquered' development, emphasizing the inadequacy of the current stormwater system to handle 20 acres of impervious surface and warning that they would pursue all avenues to protect their safety and interests. The township acknowledged receipt of his letter and stated it would be part of the record. Modesto Migas Paradon questioned if shared boundaries with Chads Ford and stormwater development plans affect the review process, to which the township responded that while property disputes were mentioned and the applicant is aware, a final determination awaits professional review.
Conquer Township Announces Summer Events and New Park Initiatives
The township is organizing several summer events, including movie nights, concerts, and a farmers market, aiming for strong community turnout. They have also partnered with Jiako, a local business, to create a memorial bench program for parks, where residents can sponsor benches in honor or memory of individuals. Township to Advertise Data Center Ordinance, Approves Consent Agenda Including Development Plans

The draft ordinance aims to set conditions for data center developments, including limiting them to the LI (light industrial) district, requiring a minimum of eight acres, mandatory separation from residential and medical uses, and safeguards for infrastructure and the environment. The draft ordinance will undergo review by the township land planner, engineer, safety officer, Planning Commission, and Council, with further public hearings and potential amendments. Currently, no data center applications have been submitted. Separately, the council approved the consent agenda, which included minutes from the May 5th public meeting and various bills totaling $1,361,315.35, encompassing payroll, current bills, and sewer bills. Emily Dugan was appointed to the park and rec board. The council also approved the revised preliminary/final land development plan and conditional use application for 'The Shops at Conquered'. A council member abstained from voting on the consent agenda due to a conflict of interest related to 'Shops at Britain Lake'/'Shops at Conquered'.
