City Council Approves Amended Ballot Question for Utility User Tax

The City Council considered amending the ballot question for a proposed utility user tax (UUT) ordinance to be placed on the November ballot. The UUT is intended to fund general city purposes, including much-needed infrastructure improvements for public safety buildings (police and fire) and city hall, which are currently in inadequate conditions. While the UUT is a general tax, a previous bond measure for dedicated purposes failed to achieve the required two-thirds vote. The council debated the merits of including a sunset provision, potential exemptions for seniors, and the overall impact on residents, particularly low-income households and seniors on fixed incomes. Ultimately, the council voted to approve the amended ballot question, allowing it to proceed to the voters.
