Hollister Council Withdraws Item on Alternate Rally Committee Member Due to Brown Act Concerns
The council discussed selecting an alternate council member for the 'Rally Ad Hoc' committee. Initially, the need for an alternate was based on scheduling conflicts for the summer. However, it was noted that the need for an alternate might not exist. Legal counsel advised that adding a third member, even as an alternate, to an ad hoc committee (which is by law less than a majority of the council) could inadvertently create a Brown Act meeting if discussions occur outside of a formal council meeting. Due to this legal concern, Council Member Pchet moved to withdraw the agenda item regarding the selection of an alternate council member.
Hollister Tourism Advisory Committee Plans Enhanced Signage and Public Input Workshop
Council Member Morales reported that the 'Tourism Advisory' committee is discussing signage and wayfinding to highlight key tourist attractions in the county, such as the Mission, Pinnacles, downtown Hollister, trails, and wineries. They are exploring design ideas and seeking grants or sponsorships for signage. A large public workshop is planned in the next two to three months to gather community input. The Sabina Arts Council is partnering with the county and both cities (Hollister and San Juan Bautista) on this initiative. The new signage is expected to enhance artwork on roads, provide directional information, and increase exposure from major highways.
Hollister Council Member Explores Advanced Air Mobility and Job Creation at Joby Aviation Tour
Council Member Bish reported on a tour of the Joby Aviation factory in Marina, California. Joby Aviation is developing electric vertical takeoff and landing (eVTOL) aircraft, also known as 'flying cars.' The company is manufacturing carbon-fiber fuselages and has aircraft with six motors, each capable of taking over if one fails. The aircraft feature redundant battery banks and a ground support system for charging and cooling. Recharging takes approximately the time it takes to reboard passengers. Joby plans to offer air taxi services in the Monterey Bay region, including Hollister, and the Bay Area by 2028, with potential hybrid motor systems to extend range. The company is also developing a manufacturing arm to produce aircraft for others. Joby currently leases significant hanger space and is building a new 250,000 sq ft production facility, which is expected to add 800-1200 jobs. Bish suggested Hollister should compete to host a Joby production facility. Workforce development opportunities were also discussed, including programs for high school and college students in drone and UAS operations, drawing parallels to a successful program at Watsonville Airport. Joby expects to start pilot programs for flights between the Monterey Bay region, Hollister, and the Bay Area in 2028.
Hollister Council Extends Water Services Contract with Veolia on One-Year Terms
The City Council approved a seventh amendment to the operations and maintenance agreement with Veolia Water West Operating Services Inc. This amendment extends the contract for up to four years, broken down into four individual one-year terms. This change reflects a vote of confidence after a period of challenges and operational failures at the plant over the past year. The city and Veolia have established a stronger, more proactive working relationship with weekly meetings and a clear game plan to address plant needs. The annual evaluation opportunity preserves flexibility for operational decisions, allowing the city to terminate the contract if Veolia's performance is lacking. The city is also pursuing an RFP to potentially bring in other vendors for similar services in the future. The amendment maintains operational stability and supports uninterrupted efforts while improving the plant. The city had previously submitted a written response to the Waterboard detailing specific steps being taken to better manage the contract and avoid future violations, which is crucial as their operating permit is at stake.
