City Council Approves Ordinance on Fines and Penalties
The City Council approved Ordinance 26016, which amends chapters 38 and 70 of the Lockport Code of Ordinances pertaining to fines and penalties. During the discussion, a question was raised about a potential discrepancy where a minor riding an electric vehicle faces a $1,000 fine, while a retail theft offense at Walmart could incur a $100 fine under the ordinance. Staff clarified that this anomaly was not a proposed change and that the distinction was illustrative of how penalties for different offenses are structured. The council voted to approve the ordinance.
Resident Inquires About Stop Sign Cameras; Police Chief Denies Plans
During the open floor comment period, a resident inquired about the potential implementation of cameras to enforce stop sign violations and requested data on citations for failure to stop. The Chief of Police stated that there had been no discussion or plan to install such cameras in the city and that they were unaware of any such initiative. The resident acknowledged the Chief's clarification.
Bell Tire Concept Plan Approved by City Council
The City Council approved the concept plan for the Bell Tire project. Visuals of the facility's planned landscaping from 159th Street were presented, showing how the design would integrate with the surrounding area and mitigate visibility concerns. A sound study was also discussed, confirming that noise levels generated by the facility, even with bay doors open and a rougher retaining wall material, would be contained within acceptable limits at the property lines, with ambient noise from 159th Street being a more significant factor. The project is designed to capture sound between the retaining wall and the building face on the south side, and noise levels on the north edges are projected to be between 40-50 dBA for the facility itself, not including traffic noise.
