Village Board Approves Special Use Permit for Children's Land Daycare

The Village Board considered an ordinance approving a special use permit for Children's Land Daycare, located at 540 Cortland Drive, which will occupy the first floor of the existing building previously housing Acosta Home Consignment Furniture Store. The daycare is intended to serve infants through kindergarten-aged children, operating Monday through Friday from 7 a.m. to 6 p.m., with a maximum capacity of 196 children and an anticipated average daily attendance of 140. The facility plans to employ up to 34 staff members. The Planning and Zoning Commission recommended approval with conditions by a 7-0 vote. Concerns were raised by residents regarding traffic impact, particularly left turns onto Route 22 and potential congestion within the residential neighborhood, as well as the safety of children and existing residents. The applicant and architect presented mitigation strategies including staggered start times, a one-way pickup and drop-off zone, and off-site staff parking to minimize traffic conflicts and congestion. Despite resident concerns, the board approved the special use permit.

Water Project Advances with IDOT Easement Updates and New Acquisitions

The Village Board approved an ordinance amending Ordinance 2026-06-666 to update legal descriptions for two properties affected by the Lake Michigan Water Project. These updates are necessary because the Illinois Department of Transportation (IDOT) is acquiring additional easements for a future transportation improvement project along the same route. The amendment ensures the village's water main easement acquisitions align with IDOT's property interests. The board also approved another ordinance for two additional easement acquisition agreements for the Lake Michigan Water Project, totaling $8,000, to facilitate the installation of water mains. These actions are considered housekeeping items to advance the project.
