Resident Eileen McGurvey expressed concerns about Serrano Park, referencing the fire presentation and the ongoing fire activity in the city, noting five home fires in her neighborhood in three months. She highlighted the danger of dead and leaning trees in Serrano Park, posing a risk to pedestrians. McGurvey stated Councilmember Voit had promised funding for city issues after visiting the park, but now she's told it will be funded by a federal grant. She urged immediate action before residents lose their homes, asking council members to visit Serrano Park to witness the hazardous conditions of the trees firsthand.
Resident Highlights Homelessness Concerns and Urges Area Cleanup
During public comment, resident Bob Holtzclaw discussed issues related to homelessness and 'illegals' in District 5. He reminded the council they represent the whole city, not just their districts. Holtzclaw recounted an incident where a homeless woman allegedly threw things at a homeowner off El Toro Road. He provided statistics on unsheltered homeless individuals in South County, noting Lake Forest has 50, ranking second highest after San Clemente (74), and significantly more than Irvine (49), Dana Point (15), Laguna Hills (6), Laguna Niguel (20), and Laguna Beach (29). Holtzclaw also criticized the performance of a drug dog during an incident, suggesting it was asleep and ineffective. He urged the sheriff's department to clean up the area due to filth and negative impacts.
Resident Criticizes Council's Move to Revisit Term Limits, Citing Voter Will and Misuse of Funds
Resident Sean Fletcher expressed strong opposition to the council's consideration of revisiting Measure S, which limits council members to two consecutive terms. Fletcher stated that voters overwhelmingly approved Measure S in 2018 with nearly 85% of the vote. He argued that spending taxpayer dollars to place a measure on the ballot that would allow council members to serve extended terms is a misuse of resources and disregards the will of the voters. Fletcher questioned if any public outreach or surveys showed support for this proposal, suggesting it might be based solely on the council's opinions. He also touched upon barriers to running for office, including financial backing and political support, and the discouraging political climate characterized by 'harassment by proxy' from a previous council period. Fletcher listed several cities, including Cypress, Seal Beach, Stanton, Villa Park, Yorba Linda, and Irvine, that have similar term limits, emphasizing that voters have already spoken clearly on the matter in Lake Forest.
Resident Challenges Massage Moratorium Extension, Citing Court Rulings and Unlawful Enforcement
Brian McMillan argued against the urgency moratorium extension on massage establishments, calling it 'indefensible, factually unsupported, and politically reckless.' He stated that the California Superior Court issued a 'de novo' ruling on February 20th, 2025, deeming the city's code enforcement actions unlawful. Despite this ruling, McMillan claims the same code enforcement officer issued him two more citations for the same issues without notice or legal basis, which he considers 'deliberate indifference' and 'deliberate misinterpretation' of city laws, amounting to harassment. He stated this has cost him and other business owners time, money, and reputation, and also cost the city hundreds of hours and potentially hundreds of thousands of dollars in legal fees for 'defending conduct that could have been avoided.' McMillan urged the city to follow its own laws, respect judicial rulings, and treat property and business owners fairly, adding that the massage moratorium extension is unfair and that further legal action is planned.
