City Council Approves $9 Million Capital Improvement Program for FY 2026-2027
The Public Works Department presented the Fiscal Year 2026-2027 Capital Improvement Program (CIP) to the Planning Commission for conformance with the General Plan. The CIP includes 16 proposed projects across six categories: street improvements and maintenance, special projects, landscape and renovation, City Hall and BTRCC improvements, traffic improvements, and bridge projects, with a total budget of approximately $9 million. Key projects include pavement rehabilitation (overlay and slurry seal), concrete improvements, stormwater system restoration, splash pad upgrades, traffic signal enhancements, non-functional turf replacement, BTRCC remodel, traffic signal system maintenance, traffic signal synchronization on Santa Margarita Parkway and Antonio Parkway, school zone speed limit reduction, and general bridge maintenance. The Commission discussed various aspects, including micro-trenching impacts, landscape aesthetics, and coordination of construction schedules. The Commission found the CIP projects to be in conformance with the General Plan.
La Tia Tacos and More Secures Permit for Beer and Wine Sales and Outdoor Dining
The Planning Commission reviewed and approved a Conditional Use Permit (CUP) for La Tia Tacos and More to allow for beer and wine retail sales and outdoor seating. The restaurant, located at 30465 Avenida de las Flores, Suite B, within the Santa Margarita Marketplace Shopping Center, had previously operated without a CUP for alcohol sales and outdoor dining. The approval allows for the sale of beer and wine for in-person dining, consistent with other establishments in the shopping center. Staff recommended approval, citing no prior complaints regarding alcohol sales at similar establishments in the vicinity. The application was approved unanimously by the commission.
Oak House Church Approved for New Location, Continues Food Pantry Operations
The Planning Commission considered and approved a Conditional Use Permit (CUP) for Oak House Church to occupy a site formerly used by Shepherd of the Hills United Methodist Church, located at 30605 Avenida de las Flores. This approval allows Oak House Church to operate at the site, which requires a CUP due to city zoning code updates adopted after the original church use was established. The application also includes rescinding the previous entitlement for Shepherd of the Hills. Oak House Church plans to continue operating the existing food pantry run by RSM Cares and will make minor site improvements, including replacing deteriorated modular buildings with new structures, one of which is a dome. The project addresses parking deficiencies and complies with environmental regulations. Staff recommended approval, and the Commission unanimously approved the CUP.
