City Council Approves Contract Amendment with CAL FIRE for Paramedic Recruitment and Retention
The City Council approved a contract amendment with the California Department of Forestry and Fire Services (CAL FIRE) to include an omitted line item for recruitment and retention for the Firefire 2 paramedic classification. This amendment increases the five-year contract by approximately $500,000, or $100,000 per year. City staff confirmed that despite this increase, the city remains under budget for fire and paramedic services for the current fiscal year. The amendment was necessary to process upcoming invoices from CAL FIRE. The council approved the amendment with a motion and second, and an 'aye' vote.
City Council Adopts Updated Meeting Procedures to Comply with State Law SB 707
The City Council adopted a resolution repealing Resolution 2022-001 and adopting updated procedures to comply with Senate Bill 707 (SB 707). The new resolution incorporates requirements for remote participation, meeting accessibility, and technological disruption policies. Key changes include procedures for hybrid meetings, live streaming, two-way telephonic access for public comment, updated decorum and public comment rules, and ADA accessibility. The city has acquired necessary equipment and will utilize Zoom and YouTube for live streaming and remote participation. Several council members discussed and proposed modifications to specific sections concerning notice of meetings, proclamations, presiding officer conduct, manner of addressing the council, failure to vote, agenda posting locations, and delivery of agenda packets to ensure the procedures accurately reflect current practices and state mandates. The resolution passed with a majority 'aye' vote, though one council member expressed concerns about unfunded state mandates.
