City Approves Franchise Agreement Updates for Quest Corporation and Visionary Communications LLC
The council considered on second reading an ordinance amending the Green River Code of Ordinances, Appendix D, Franchises, Article 4, concerning Quest Corporation. The city has been working with Quest Corporation and Red Oaks to update their franchise agreement. Council Discusses LPR Funding, E-bike Safety Amidst Public Concerns
Councilman Kilpek addressed concerns raised via email about the LPR (License Plate Reader) project, specifically refuting accusations of dishonesty directed at council members who voted against its funding. He clarified that the council did not vote down the LPR itself, but rather the funding mechanism for it. He highlighted that similar technology is used in Salt Lake City and that the city had previously voted to pursue grant funding for the LPR. He emphasized that the council needs to find an alternative funding source if they wish to proceed with the LPR project. Additionally, Councilman Burke raised concerns about e-bikes and e-scooters, noting an incident where one darted out into traffic and stating that community members are discussing the issue. The Mayor mentioned that a draft ordinance for e-bikes and e-scooters is being developed with the city's prosecuting attorney and will be discussed in a workshop soon, with input from other cities like Torrington being considered.
Mustang Update: BLM Horses Available for Adoption, BLM Operations Highlighted
Janet Cartford provided an update on the status of two Mustangs she has acquired through an agreement with the BLM (Bureau of Land Management) and the Honor Farm. She described the two mares, detailing their breeds, ages, temperaments, and training. One sorrel mare, a 2-year-old, is already being considered for adoption. The bay mare, 5 years old, has unique markings suggesting possible Spanish Barb ancestry, which is being DNA tested. Cartford explained the history of the HMAs (Herd Management Areas) from which the horses originate, noting that some HMAs have been dissolved due to lawsuits by ranchers. She also discussed the challenges of managing wild horses due to their lack of awareness of boundaries and the public's interaction with them, citing an incident where a mother horse abandoned its foal due to disturbance by onlookers. She advised caution when interacting with the horses, warning they can be nippy and recommending against feeding them. Cartford mentioned the limited staff at the BLM Rock Springs office and praised the Honor Farm in Riverton for its work with horses, noting its national recognition and the high prices horses from there can fetch at auction. She thanked the city for allowing her to bring the horses for public viewing and adoption.

The Mayor confirmed that a draft ordinance for e-bikes and e-scooters is in development with the city prosecutor, incorporating information from other cities like Torrington, and will be presented at a workshop soon. The Mayor also commented on his upcoming departure, noting positive feedback received after announcing his decision.
City Pursues Opportunity Zones and Alternative Power Sources
The City Administrator, Reed, provided updates on two key initiatives: Opportunity Zones and the Power Coalition. Regarding Opportunity Zones, he explained that the federal program, established during the Trump administration, offers tax incentives for business development in designated areas. The city has identified potential new zones on the west side of Green River, extending towards the county border, which could include Granger, Opal, and mining areas, provided certain household income criteria are met. If approved, these zones will be presented to the governor for federal endorsement. Concerning the Power Coalition, Reed stated that efforts are ongoing to explore alternative power providers to Rocky Mountain Power. A meeting with the Public Service Commission, Rocky Mountain Power, and other agencies is scheduled for the end of August to further this initiative.
