North Logan Council Approves Application for Roundabout Funding
The council held a public hearing and approved the application for final funding from the Council of Governments to construct a roundabout at 3100 North 12200 East. The city had previously received over a million dollars for this project in the prior funding cycle and sought the remaining funds to complete it. During the public hearing, Tim Tolbert expressed opposition to roundabouts, citing negative experiences with insurance claims and accident fault determination, and suggested cameras for better documentation. The council proceeded to approve the application.
North Logan Sees Progress on Commercial Development, Prepares for City Center Rezoning
Scott provided an overview of upcoming projects, including vertical development at Wolfpack Commons, the formal zoning change for properties on 2500 North following the recent text amendments, and the upcoming planning commission review for the North Logan Town Homes and Ashbor projects. The Ashbor project, a mixed-use city center development, is scheduled for a public hearing with the planning commission, with potential recommendations moving to the city council in August or September. It was clarified that no properties are currently zoned with the MXCC (Mixed-Use City Center) classification, although several are zoned under legacy city center classifications.
North Logan City Council Vacates Easement for Wyberg Subdivision Plat Amendment
The council held a public hearing and approved an ordinance to vacate a public utility easement on the northern and eastern sides of a parcel in the Wyberg subdivision. This action is necessary due to adjustments in property lines and the relocation of easements as part of a plat amendment. The planning commission had previously approved the preliminary plat amendment. While most residential subdivisions go through the planning commission, state code requires the city council to vacate public utility easements via ordinance. Staff verified no existing utilities were in the easement to be vacated, and new easements are being dedicated as part of the amendment.
North Logan City Council Approves Sewer Master Plan
The council approved the North Logan City Sewer Master Plan, presented by Seth Thompson of Sunrise Engineering. The plan identifies deficiencies in the wastewater collection system, projects future needs based on growth, and will be used to prioritize infrastructure upgrades. Key findings include issues with pipes being over capacity, particularly along Main Street and in the 2500-2600 North areas, and significant inflow and infiltration (I&I) in the system, evidenced by a 500-gallon per minute difference between spring and winter flows. Recommended projects include upsizing pipes, diverting flows from over-capacity lines, and addressing the sewer trunk line shared with Logan City.
North Logan Approves Easement Vacation for Bullen Brothers Subdivision Phase 2
The council held a public hearing and approved an ordinance to vacate a public utility easement located along the northern property line of the Western Agricultural Remainder parcel of the Bullen Brothers subdivision phase 2. This is similar to a previous vacation item, involving a commercial subdivision on 2500 North and Wolfpack Way. The existing easement needs to be removed to clean up the final plat for phase three of the Wolfpack Commons development, while new easements are being dedicated around the perimeter. The ordinance was amended to make the vacation contingent upon the recording of the amended subdivision plat.
