The department's current performance meets industry standards, but continuous planning and potential land acquisition for future stations are recommended to sustain and improve service levels as the city grows.
City Council Approves Utility Rate Amendment for Irrigation Meters, Applying Second-Tier Rate
The City Council discussed and approved an amendment to the FY27 Utility Rate Ordinance. The amendment concerns how irrigation meters, numbering approximately 220, will be billed under the new tiered rate system. Staff recommended applying the higher, second-tier rate to irrigation usage, citing it as a non-essential use and a luxury that encourages conservation. Council members debated whether to apply the lower, first-tier rate, with concerns raised about singling out these customers and potential for commercial entities to benefit from residential rates. Ultimately, the council voted 4-2 to adopt the ordinance as presented, applying the second-tier rate to irrigation meters, which aligns with conservation goals and acknowledges the luxury of separate irrigation taps. It was noted that even at the second tier, the cost difference for 1,000 gallons is approximately $2.03, and these customers do not pay sewer fees on irrigation water.
City Council Honors Gina Pandle Upon Retirement After 21 Years of Service
The City Council adopted a resolution expressing appreciation for Gina Pandle's service upon her retirement as a Human Resources Technician after more than 21 years with the city. Pandle began her career on November 8th, 2004, as an office assistant, and held positions as a payroll technician before becoming an HR Technician in March 2017. The resolution acknowledges her dedication, efficiency, and the respect earned from colleagues and citizens. The council extended best wishes for her future endeavors.
City Council Approves Investment Advisory Services Contract with Valley View Consulting
The City Council approved a resolution authorizing the city to enter into a contract for investment advisory services with Valley View Consulting. This firm specializes in public funds and will provide advice and consultation to city staff on cash and investment management. Their role will be to assist staff in managing city funds, enhancing interest income through strategic investment of cash flows, and potentially improving the city's investment policy. They will also review primary depository bank arrangements and assist with GASB accounting and reporting. The firm was selected from a pool of seven or eight respondents. The annual cost for their services is estimated at nearly $40,000, with the expectation of generating significant additional interest income for the city.
Brownfields Grant Update: Four Properties Recommended for Phase II Environmental Assessments
The City Council received an update on the Brownfields Assessment Grant, awarded in September 2024 for approximately $500,000. Mid-Atlantic Associates, selected as the environmental professional in October 2025, has completed seven Phase I environmental site assessments and is recommending Phase II assessments for four specific properties: A Cleaners (312 North Center Street), 800/801 North James Street, 423 South James Street, and 313/315 North Center Street. The grant funds are for site inventories, environmental assessments, community outreach, and reuse planning. Phase II assessments are estimated to cost between $100,000-$125,000. The grant expires on September 30, 2028. The city is also considering redevelopment options for the former Goldsboro Cottonseed Oil and Wayne Agricultural Works property, which is city-owned.
