Enhanced Enforcement Efforts Target Commercial and Oversized Vehicles
During the Traffic Commission meeting, a discussion ensued regarding commercial vehicle enforcement and oversized vehicles. Commissioners noted issues with large trucks parked on Wien at Catherine and mentioned a citywide ordinance passed about three years ago addressing vehicle length and axle width. It was clarified that the police department's commercial enforcement unit handles such violations. The discussion highlighted recent interagency efforts, including a commercial truck checkpoint conducted by Garden Grove PD with assistance from San Bernardino, Sheriff's Department, La Habra, Huntington Beach, and CHP. This checkpoint resulted in 91 trucks being inspected, 51 citations issued, and some vehicles impounded, with reasons including lack of commercial driver's licenses, expired tags, and other violations. The city has also implemented extensive signage citywide over the past few years to aid in enforcement of ordinances regarding truck routes and oversized vehicles. Residents were encouraged to call the police department to report violations.
Traffic Commission Denies Request to Modify Gilbert Street Lane Striping
The Traffic Commission considered a resident's request to modify lane striping on northbound Gilbert Street between Chapman Avenue and Walmart Street, proposing to convert one of the two northbound through lanes into a dedicated right turn lane at the intersection of Gilbert Street and Walmart Street. The resident believed this change would discourage speeding and racing. Traffic engineering staff evaluated the request, considering roadway geometry, traffic volumes, collision history, and field conditions. They concluded that the existing two northbound through lanes and shared right-turn lane configuration adequately accommodate current traffic demand and operational characteristics. The analysis indicated a relatively low demand for right turns (approximately 149 vehicles during the PM peak hour) and zero reported accidents in the past five years. Staff also noted that roadway striping modifications are not recognized as a traffic calming measure for aggressive driving behavior, which is primarily an enforcement matter for the police department. Therefore, staff recommended denying the request, finding no operational or safety deficiencies to justify the modification. The commission voted to deny the request.
West and Chapman Intersection Safety Under Review Following Collision Reports
Commissioner Morales requested a safety study or review of potential improvements for the intersection of West and Chapman, citing frequent collisions involving the westbound left turn movement heading south on West Street. The corner block wall on the southwest corner is reportedly constantly damaged and rebuilt. This issue has reportedly worsened since West Street was reduced from two lanes to one northbound lane with an oversized bike lane about two years ago. Another commissioner noted that lanes are offset, creating line-of-sight issues for drivers attempting left turns, making it difficult to see oncoming traffic. Staff confirmed they could review the intersection's collision history and consider it for potential improvements, possibly through HSIP (Highway Safety Improvement Program) grants, which previously funded protected left-turn phasing at other high-collision intersections. Staff will examine the collision data for the West and Chapman intersection.
Red Curb Installation Halted Pending Review of Joyzelle and Lorian Lane Intersection Safety
During the Traffic Commission meeting, a resident, Stephen Howell (9242 Joyzelle Drive), expressed concerns regarding a notice received for the installation of red curb in front of his house. He stated that this would prevent him from parking in front of his home. The intersection of Joyzelle and Lorian Lane was discussed, where residents had raised safety concerns and requested an all-way stop. Staff performed an analysis and found that the distance between controlled intersections (over 660 feet) met one warrant criterion. However, traffic volumes were low, and only one accident had been reported in the past five years, failing to meet other warrants for an all-way stop. Staff did identify a line of sight issue for pedestrians, which could be mitigated by installing red curb. The resident and neighbors expressed a desire for a stop sign to slow down traffic, citing multiple accidents at the intersection over 27 years. Staff agreed to prepare a new report for the September meeting and put the red curb installation on hold pending further review and community input.
City Pursues Grants for Roadway Safety, ITS Master Plan, and Street Lighting
Staff provided an update on grant submittals, including an SS4A grant application for approximately $930,000. If funded, this grant will support the development of a comprehensive local roadway safety plan, an ITS master plan, and a residential street lighting plan. The city is awaiting notification on funding, expected towards the end of the year. The commission was also updated on HSIP (Highway Safety Improvement Program) grant efforts, with applications for Cycle 13 being prepared. Previous HSIP grants secured funding for improvements at the intersections of Garden Grove and Century Nelson, and Garden Grove and Newland, which were identified as top collision intersections, and funded protected left-turn phasing. Grant applications for Cycle 13 are due in early November.
