Pine Street Project to Enhance Downtown with Complete Streets Improvements
The Planning Commission received a staff report on the Pine Street Project, a complete streets initiative funded by a $5 million OCTA grant with a $2 million match. The project aims to revitalize the downtown area by reshaping Pine Street from Catella to Florista and incorporating improvements on adjacent streets. Key features include widening the street, implementing 45-degree angled parking in the middle to gain spots, and narrowing lanes. New street features such as benches, a monument sign at Catella, and enhanced lighting will be added. The project also includes upgrades to the storm drain system and the installation of water quality features. A significant component is the connectivity for bike lanes and pedestrians, linking to existing and planned routes, including a proposed class one bike lane on the south side of Catella and a class two bike lane on Florista. A new HAWK pedestrian crossing system will be installed at Reagan and Catella to facilitate safe crossing. Construction is slated to begin in about a year, pending environmental and right-of-way clearances from Caltrans. The project is expected to improve downtown's feel, attract visitors, and support events.
Public Works Division Recognized; Downtown Social Media Promotion Highlighted
The Development Services Department recognized National Public Works Week and highlighted the efforts of the Public Works division, noting their 7-day coverage for infrastructure maintenance, parks, public spaces, buildings, and medians. The department also promoted the city's social media channels, including the 'Discover LosAl' page, which showcases local businesses and establishments. A future social media post will feature local burger establishments. The department has no further updates. Commissioner Ikeman thanked city staff for the slurry work near the community center, noting it was completed during spring break and did not impact classes. He also thanked Parks and Rec for adjusting class schedules to help with parking.
General Plan and Zoning Amendment for 11021 Winter Circle Continued
A request to change the General Plan land use designation and zoning designation for a property at 11021 Winter Circle was continued to a date uncertain. The property is currently in the Planned Light Industrial zone and the applicant wishes to change it to the Commercial Office zone. The applicant requested more time to finalize their work on the proposal before presenting it to the commission. The staff recommended continuing the item, and the commission agreed, with a motion to continue made and seconded.
Planning Commission Reviews 2025 Annual Progress Reports for General Plan and Housing Element
The Planning Commission received staff reports on the General Plan and Housing Element Annual Progress Reports (APRs) for the calendar year 2025. These reports, adopted by the city in 2015 for the General Plan, are essential for tracking the implementation of the city's long-term vision and housing goals. The APRs are submitted to the Governor's Office of Land Use and Climate Innovation and the California Department of Housing and Community Development. The commission approved the staff's recommendation for the APRs, with a motion to approve made and seconded. Additionally, the commission discussed the process for updating REINA numbers with the Southern California Association of Governments (SCAG), which occurs every eight years. A question was raised about a development project at Lampson, which is currently in the grading permit stage and awaiting a decision from Seal Beach regarding sewer connections.
