City Council Reviews 2027 Tax Budget and Q1 2026 Financial Report; Fund Balance Remains Strong

Expenditures were at 19% of the budget, up 5% from last year, primarily due to salaries, benefits, and facility maintenance costs. The overall fund balance remains strong at $44 million, with an increase in the emergency reserve to $10 million. Special revenue funds and capital projects also showed similar trends, with income tax revenue being monitored closely due to policy changes and normalization after unusual prior year collections. Investment income is meeting targets, with no anticipated interest rate reductions in the near future due to inflation concerns. The report also touched upon delinquent tax collection efforts and ongoing monitoring of revenue growth.

Academy Park Playground Renovation to Receive $113,000 Scrap Tire Grant for Poured-in-Place Surface
The Parks and Recreation Department was awarded a $113,000 scrap tire grant to fund the construction of a poured-in-place surface for the Academy Park playground renovation. This grant will allow the entire surface to be poured-in-place, enhancing inclusivity and the overall playground surface quality. The city is required to provide a 100% match for the grant, with a separate account established for fund management. An ordinance is requested to supplementally appropriate the grant award and the associated match, totaling $226,000, from the unencumbered balance of the state capital grant to the OEPA grant award for the Academy Park project.
City Council Honors State Bowling Champion Kale Klouse; Recognizes Juneteenth and LGBTQ Pride Month
The Gehana City Council recognized Kale Klouse, the OSAA state bowling champion, and presented a joint proclamation resolution in his honor. Klouse made history by becoming the first individual state bowling champion in GLHS history on March 7th, achieving a high score series of 720. He also contributed to his team's success, including back-to-back COSBC overall championships and an undefeated season. Klouse will continue his athletic and academic career at Marian University. The council also adopted resolutions recognizing Juneteenth and LGBTQ Pride Month.
Friendship Park Playground to Receive $10,000 Boost from Gehana Kuanas Club Donation
The Friendship Park playground will receive $10,000 in improvements thanks to a donation from the Gehana Kuanas Club. These funds will be used to enhance the play value and inclusive function of the playground. The administration is requesting a supplemental appropriation of $10,000 from the unencumbered balance of the capital improvement fund to the Friendship Park playground project.
