Whitehall Council Approves Multiple Fund Transfers and Appropriations for Street Maintenance, Debt Service, and Permits
The council approved several ordinances related to fund transfers and appropriations. Ordinance 45-2026 authorized a $100,000 transfer from the general fund to the street maintenance and repair fund for new equipment. Ordinance 46-2026 transferred $25,621.68 from the town and country incentive account to the debt service fund. Ordinance 47-2026 transferred $226,262.50 from the Police Department Tax Levy Fund to the debt service fund. Ordinance 48-2026 appropriated $130,000 from the Plumbing Permits Fund to the Plumbing Permits Expense Account. All ordinances passed after suspension of rules.
Whitehall Council Urges State Legislature to Restore Transparency in Economic Development Reporting
The council passed Resolution 22-2026, urging the Ohio General Assembly to restore transparency to economic development by revising Revised Code Section 9.66D. This section, which became effective March 20th, makes information submitted by applicants for economic development assistance confidential. Council members expressed concern that this law reduces government transparency and prevents the public from accessing important financial information. A companion letter to State Representative Humphrey and Senator Craig was also discussed, urging them to support the revision.
Whitehall Council Adopts New Rules on Decorum, Temporary Chairmanship, and Signage; Rejects Campaigning Ban
The council discussed and voted on four proposed changes to council rules. These changes included rules on decorum regarding audience members, prohibiting campaigning/electioneering from the dais, establishing a temporary chair in the absence of leadership, and regulating sign display. Rule 1, regarding criticizing audience members by name, passed. Rule 2, concerning campaigning and electioneering from the dais, failed after amendment and vote. Rule 3, appointing a temporary chair, passed. Rule 4, regarding sign display, passed.
Whitehall Authorizes Mayor to Seek Federal Infrastructure Grant
The council authorized the Mayor to apply for and accept a Defense Community Infrastructure Program grant from the United States Department of Defense. The resolution passed, with council members expressing gratitude for efforts in securing external funding for city infrastructure and development.
Whitehall Council Approves Drive-Through Permit for New Quick-Serve Restaurant
The council considered an ordinance to allow for a drive-through facility at 4600 East Broad Street, owned by Meyer Foods Management Company. The Planning Commission had previously voted favorably with conditions for natural screening. The drive-through design includes two covered lanes merging to one pay line, with food delivery by runners to minimize street impact. The property owner uses the term 'quick serve restaurant' instead of 'fast food restaurant,' and the establishment will be an 'XL' layout of approximately 4,700 square feet, including indoor dining and an outdoor patio. The ordinance passed.
