Fountain Streamlines Industrial Zoning by Removing Trucking Terminal Restrictions

Traffic Signal Construction Approved for Ohio Ave and Jimmy Camp Rd Intersection
Council approved Resolution 26-035, authorizing the city to sign a construction contract with CND Electric for the installation of traffic signals at the Ohio Avenue and Jimmy Camp Road intersection. This project, part of the 'Moving Fountain Forward' initiative approved in 2009, has faced delays primarily due to a complex land acquisition process involving a property in probate. The project will include a span wire light and widening for a turn lane on Ohio Avenue. Funding is a partnership between 'Moving Fountain Forward' funds and $120,000 from D20. The goal is to complete the construction before school starts, though some work may continue afterward. The intersection design had to accommodate numerous existing utilities, making a roundabout infeasible due to the high cost of relocating them.
Fountain Not Currently Included in Colorado Connector Rail Plans
Council discussed the potential inclusion of Fountain in the Colorado Connector passenger rail route. It was determined that previous studies did not include Fountain as a stop, and the cost of adding stops would be substantial, estimated at $1.2 to $1.3 billion for the full route. Furthermore, Fountain and Monument were excluded from the taxing authority for the project, meaning residents would need to pay an extra sales tax. The projected timeline for any potential southern extension is over 20 years. Concerns were also raised about the speed of the train if too many stops are added, making it less appealing for riders.
Fountain Reports Successful Fireworks Ban Enforcement on July 4th
The council and staff provided an update on the enforcement of the fireworks ban during the July 4th holiday. It was noted that the enforcement efforts were successful, resulting in a quieter holiday compared to previous years. The police department deployed additional officers and code enforcement personnel, confiscated over 370 fireworks, and issued over 20 citations. The fines for violating the fireworks ordinance are significant, starting at $500 for a first offense and increasing for subsequent offenses within two years. The success of the enforcement was attributed not only to police efforts but also to community peer pressure and the existing red flag warnings and fire bans.
Council Considers Elder Check-in Program and Joint Pothole Reporting Initiative
Council Member Rick proposed two agenda requests for future discussion. The first involves exploring a voluntary program where the police department could conduct daily check-ins with elderly or shut-in residents, with the authorization to perform welfare checks if no response is received. This program, inspired by a similar initiative in Creek Police Department, would require the Fountain Police Department to gather logistics and details. The second request is for the council as a group to participate in documenting and reporting potholes on state highways (I-85 and I-87) to CDOT, and to educate residents on how to report potholes within Fountain using the 'My Fountain' app. This initiative aims to increase pressure on CDOT for repairs and improve local reporting mechanisms, potentially involving staff to coordinate dates and social media outreach.
