Castle Pines Council Approves Contract for Happy Canyon Interchange Phase 1
The City Council approved Resolution 26-34, authorizing a construction contract with Kramer North America LLC for Phase 1 of the Happy Canyon Diverging Diamond Interchange (DDI). This phase specifically involves building the new northbound bridge. The contract allows Kramer North America to finalize sub-agreements with subcontractors while awaiting CDOT approval, which is anticipated in June. Construction is planned to commence mid-July. The project utilizes a Construction Manager/General Contractor (CMGC) model, with an independent cost estimator (ICE) used to vet pricing, ensuring a closely aligned cost between the contractor and the city.
Wildfire Mitigation Grant Program Expanded to Include Beetle Mitigation
The city is continuing its wildfire mitigation efforts, including grant programs for Homeowners Associations (HOAs) and private properties. These grants have been expanded to include pine and spruce beetle mitigation work, acknowledging the increasing prevalence of such issues. While specific participation numbers were not detailed, the city confirmed that participation is occurring.
Castle Pines Addresses Stormwater Projects and Potential Fee Changes
The City Council discussed ongoing stormwater projects and potential impacts on stormwater fees. Three stormwater projects are currently underway, including the Happy Canyon Tributary project, which is expected to significantly alter the east side of Monarch, north of Castle Pines Parkway. The city is also conducting a citywide stream conditions assessment in partnership with Mile High Flood Control District, which may lead to fee changes depending on the magnitude of necessary improvements. The council is committed to coming before them if fee adjustments are required.
Castle Pines Advances Comprehensive Plan Update and Annexation Policy
The city is advancing its Comprehensive Plan update, selecting Logan Simpson as the consulting firm for the year-long process. This update will revamp the plan to reflect annexations and PDs on the east side and incorporate public engagement. An annexation policy survey is currently active, and open houses will be held to gather input on expectations for potential boundary expansions. Early action items for the Land Use Development Code, focusing on site improvement plans and final plats, are expected to be presented to the Planning Commission in June and the City Council in July.
Castle Pines Adopts New Finance Software, Implements Use Tax on Horizontal Materials
The city is transitioning to OpenGov for its finance operations, with the goal of building the 2027 budget within the new system. OpenGov is intended to be the core enterprise resource software, integrating with Public Works, Parks and Rec, and Community Development. The city is also implementing a use tax on horizontal materials, such as water pipes and asphalt, which were previously not taxed, to capture lost revenue. This initiative is expected to be in place shortly. Additionally, the city is preparing its 2025 audit and has closed the bid for a compensation study.
