City Secures DNR Grant for Tree Replacement and Outdoor Recreation Funding for Skate Park

This grant, which requires no matching funds from the city, will be used for the removal and replacement of 120 diseased trees, primarily in the Dakota County Estates neighborhood and the north end of the city. This initiative is part of the ongoing effort to combat the Emerald Ash borer (EAB) and is credited to the work of the natural resource specialist Ben Humley and grant writer Carrie Kubichek. Additionally, the city received an outdoor recreation grant from the DNR for the skate park project, amounting to $350,000, which was matched by liquor store community project funds. The skate park construction is underway and expected to be completed by the end of October.
Farmington Police Department Facility Expansion Under Review as Part of Capital Improvement Plan
The City Council reviewed a proposed Capital Improvement Plan (CIP) for 2026-2030, which includes a significant project for the renovation and expansion of the Police Department facility. The current facility, built in 2002 for 15 staff, is now accommodating 32 staff and 12 patrol vehicles, with insufficient space for current needs and additional services like social workers and crisis co-responders. Deferred maintenance and a space needs assessment indicate a critical need for expansion, estimated at 36,000 square feet. The council is considering the authorization to finance municipal facilities, including the potential use of CIP bonds, with a 'not to exceed' amount of $25 million, though actual issuance may be less.
City Receives Clean Audit Opinion for 2025 Financial Report; Internal Control Deficiencies Noted in Federal Audit
The City Council received and discussed the 2025 Annual Comprehensive Financial Report (ACFR) and related audit reports. Independent auditors issued an unmodified ('clean') opinion on the city's financial statements, indicating accuracy and absence of material misstatements, fraud, or misuse of public funds. The report also covered a federal single audit due to federal expenditures exceeding the threshold. While the financial statements received a clean opinion, the federal single audit identified two deficiencies in internal control: inadequate documentation for suspension and debarment processes, and an error in preparing the schedule of expenditures of financial awards (one invoice was spent in 2024, not 2025). No non-compliance was noted regarding Minnesota state laws. The ACFR details fund balances, including governmental and proprietary funds, showing an increase in total governmental fund balances to $41.5 million. The general fund balance is nearly $13 million, with an unassigned balance of approximately $12.7 million, well within the city's policy of maintaining 40% or more of budgeted expenditures. Enterprise funds, primarily utilities and the liquor store, show a net position of nearly $76 million. Council members discussed the growing fund balances and their implications for property taxes.
City Welcomes New Finance, Communications Staff; Expands Fire Department Ranks
The city announced several new hires joining various departments. Jacob Sepelt will start as the Assistant Finance Director on July 15th, and Ruiz Aosta will join as an Accounting Specialist on July 20th. Jeremiah Bowman will begin as the Communications and Public Affairs Manager on July 27th. Additionally, Tori Christensen and Robert Chapman will join the full-time crew at Farmington Municipal Liquors on July 7th and July 20th, respectively. The city also onboarded nine paid on-call firefighter candidates who will begin their training for the fire academy in September, and nine current fire cadets are nearing completion of their training to become full firefighters. The council also approved a contract for a construction manager for the police department expansion project, with RFQs due soon.
