City Administrator Justin Miller Recognized by League of Minnesota Cities
The League of Minnesota Cities (LMC) recognized Justin Miller, the city administrator, for his service on the LMC Board. Luke Fisher, Executive Director of LMC, and Wendy Berry, LMC President and Councilmember from West St. Paul, presented the recognition, highlighting Miller's valuable perspective, experience, and leadership. Miller expressed gratitude to the council and city staff for their support during his tenure.
City Council Adopts 18-Day In-Person Early Voting Model
The council discussed options for administering in-person early voting, specifically whether to offer it for the full 46 days or a reduced 18-day period before Election Day, following a change in state law. Data showed that most voters utilize the final 18 days for in-person early voting, and the 18-day model is projected to save approximately $9,520 per election cycle. Public comments were divided, with some advocating for expanded access to voting and others supporting the cost savings and efficiency of the 18-day model. Ultimately, the council voted to adopt the 18-day early voting model.
Consent Agenda Approved: Street Closures, Park Donations, New Valvoline Approved; Liquor Licenses Renewed with Abstention
The council approved consent agenda items, including street closures for Panaprog (Item 6F) and accepting over $111,000 in donations to the Park and Rec Department (Item 6Q). Item 6T, a conditional use permit for a new Valvoline Instant Oil Change at Cedar Place Marketplace, was also approved. Councilmember Walter abstained from voting on the renewal of liquor licenses (Item 6G) due to an employer conflict.
Parks and Recreation Department Reports on Facility Upgrades, New Programs, and Park Openings
The Parks and Recreation Department presented its quarterly report (March-May), detailing progress on various projects and programs. Key updates included the facility study progress, the upcoming groundbreaking for East Community Park Phase 2, the start of the Lake Marion Greenway Trail project, the opening of Grand Prairie Park and its new town ball team, and splash pad operations. Maintenance efforts, playground replacements, and new recreation programs like Goat Yoga and STEM camps were also discussed. The Heritage Center and Art Center also reported on activities and facility upgrades, including a new gas kiln and a partnership for a new playground.
Casperson Park Outdoor Performance Stage Renamed Doug and Deb Anderson Amphitheater
The Casperson Park Outdoor Performance Stage will be renamed the Doug and Deb Anderson Amphitheater, following a unanimous recommendation from the Parks, Rec, and Natural Resource Committee and strong support from the City Council. The renaming honors former Mayor Doug Anderson's contributions to the city, including his role in overseeing the park project, his passion for trails, and his advocacy for the park's levy. Deb Anderson's long-standing community involvement was also acknowledged.
