El Dorado Hills Explores Designated Entertainment Zones to Boost Local Economy

The El Dorado Hills Town Center, backed by the El Dorado Hills Chamber of Commerce, requested an ordinance amendment to allow for designated entertainment zones where adults can consume open containers of alcohol within specific boundaries. The Board of Supervisors gave conceptual approval to amend Title V of the county code. The aim is to boost foot traffic, increase local restaurant spending, and make community gathering spots more vibrant. County staff are drafting the ordinance language, evaluating existing frameworks from municipalities like Sacramento and Auburn. Once formally voted on, individual venues and business associations can submit zone boundaries and safety plans for approval.

Country Club Lane Funding Shift and CIP Priorities Discussed

During a presentation on the Capital Improvement Program (CIP), a question was raised about the Country Club Lane change and its funding, specifically why it shifted from fully TIF-funded to 45% TIF and 55% to be determined. The Transportation Director indicated that project managers were optimistic about securing grant money for this portion. While not a maintenance item, it is considered a capital project potentially funded by grants or local discretionary funds. The discussion also touched upon how TIF funds are allocated and the complexity of securing grant funding. The Country Club Drive project is in the environmental review phase for the section at Silva Valley, but construction funding is not yet prioritized, with current priorities focused on the La Trobe and US 50 interchange and White Rock widening.

TIF Fund Allocation and CIP Priorities Clarified for El Dorado County Residents

The El Dorado County Transportation Department provided an update on the Capital Improvement Program (CIP) and traffic impact fee (TIF) collection. They explained the process of planning for infrastructure needs based on the General Plan and growth projections. A resident questioned the allocation of TIF funds, specifically if money collected in Zone C (urbanized areas like El Dorado Hills) is spent within Zone C. Commissioner Williams clarified that funds collected in Zone C are designated for projects within Zone C, listing examples like White Rock widening and the El Dorado Hills Boulevard interchange. The department also addressed concerns about the timeline for the Country Club exchange project, stating it is in long-term planning stages and lacks current funding prioritization, with immediate priorities being the La Trobe and US 50 interchange and White Rock widening.

New Traffic Warning Signs Installed at Saratoga and Finders Way Intersection

Residents voiced concerns about traffic safety at the intersection of Saratoga and Finders Way. Cindy Mont, assistant to Supervisor Ferrero, reported that DOT had installed radar-activated flashing LED intersection warning signs on Saratoga, placed 400 feet on each side of Finders Way. The lights are set to trigger at 50 mph but can be adjusted. A 'watch for stop traffic' sign was also added for eastbound drivers. DOT will collect data to fine-tune the settings. Residents expressed gratitude for the new signs, noting an improvement in traffic behavior and safety for cyclists. They also inquired about similar signage for other problematic intersections like La Trobe and White Rock, and inquired about the criteria for installing signals or stop signs.
