17 Elm Street Sidewalk Occupancy Extended to October 2nd with Fine
GC Federal Contracting LLC, represented by partners Jeppi Federa and Frank Rizza, sought an extension for sidewalk occupancy in front of 17 Elm Street. The project has experienced distress and issues, with the new partners inheriting a difficult situation. They requested an extension until September 30th, 2026, to allow for utility work and paving after sidewalk protection is removed. Board members expressed frustration with previous delays and lack of communication. The board ultimately voted to approve the extension until October 2nd, 2026, requiring the scaffolding to be removed and the sidewalk completed by that date. A $1,200 fine, incurred from May 15th to the current date for non-compliance, was imposed but held in abeyance pending receipt of a satisfactory project plan from the contractor and approval from the DPW director by August 18th. If the conditions are not met, the fine will become payable, and a work stoppage may be issued.
Davisport Yard Club LLC License Changes Approved
The Select Board approved an application for a change of officers and manager for an all-alcohol victualer license for Davisport Yard Club LLC, doing business as Davisport, located at 161 Elliot Street. Joseph Dorenzo will be the new manager, taking over from retiring general manager Paul Dorenzo. The change of officers and directors is considered an administrative action. Member To ask disclosed a business relationship with Davisport (band plays there annually) but stated it would not preclude voting. They reviewed the paperwork, noting the new manager's 40-hour on-site commitment and adequate backup, along with the serve safe certificate. Member Bernard noted the paperwork was in order and congratulated Paul Dorenzo on his retirement. Member Bennett clarified that two votes (officer and manager changes) would be consolidated into one application vote. The public hearing was closed, and the application was accepted.
Request for DPW Road Plan Update; Concerns Raised Over Future Sewer Rate Hikes
Member Bernard requested that Steve King, DPW Director, present an update in September or October on road conditions, paving plans, and the decision-making process for street repairs. He thanked Davis Electric for the banners and expressed concern about potential future increases in sewer rates due to rising costs from the South Essex Sewer District, emphasizing the need for proactive planning. He also praised the town staff's efforts in managing costs and services.

Select Board Appoints Members to Various Committees and Liaison Roles
The Select Board reviewed and appointed members to various liaison roles and committees. Member Trust will continue with the Accessibility Commission. Member Bennett will handle Affordable Housing and Tom Energy Evaluation. Member Bernard will serve on the Danvers CARES committee and the Cable Advisory Committee. Member To ask will join the Rail Trail Advisory Committee (which has folded into Friends of the Rail Trail), the River committee, and the Policy Subcommittee. Member Bean will join the Town Manager Subcommittee and Policy Subcommittee, also leading the Transportation Advisory committee. The Town Manager will chair the budget conference committee. These appointments aim to ensure representation and oversight across various town functions.
