Ways and Means Committee Approves Multiple Grant and Project Funding Transfers
The Ways and Means Committee approved multiple financial transfers to various city departments to fund grants and projects for FY26 and FY27. These include funding for the Lynn Health Department for formula grants and the Regional Mobility Manager Community Transportation Coordinator Grant Project, the City of Lynn Planning Department for the TDI equity project, the Lynn Police Department for the Behavioral Health Intervention Program Grant and the Jail Diversion Program Grant, the Lynn School Department to support a partnership with Cotwheel for mental health barriers, and the Lynn Library to promote and utilize its services. All approvals were unanimous.
City Council Denies Proposed Administrative Code, Citing Governance Concerns
The City Council voted 9-2 to deny the proposed Administrative Code submitted by Mayor Nicholson. Several councilors expressed concerns about the code concentrating executive authority, potential conflicts with city ordinances, lack of legislative oversight, and insufficient collaboration in its creation. Councilors also sought clarity on the process for resubmission and suggested incorporating feedback, including involving council members in future revisions and researching codes from other municipalities. The Mayor had stated the charter requires an administrative code and that amending it within the council was not permissible, but he offered to revise and resubmit.
Lynn Cultural Council and Public Arts Commission Present on Initiatives and Funding
Sunil Gulab, administrator for the Lynn Cultural Council, presented on the council's role in distributing approximately $102,000 annually from the Mass Cultural Council to support arts, culture, humanities, and sciences in Lynn. He highlighted the council's efforts to prioritize local artists and marginalized communities, providing assistance to applicants. Joanna Cacciola, chair of the Lynn Public Arts Commission, presented on recent projects, including the 'Seasonal Inspirations' art call funded by the Lynn Cultural Council, and highlighted the need for foundation support for public art due to the lack of a city budget for it.
Police Department Communication Systems Maintenance Contract Approved
The Ways and Means Committee approved an order authorizing the Mayor to enter into a five-year contract with Alcom Technologies Inc. for communication systems maintenance for the Lynn Police Department's communications equipment. The contract term is from July 1, 2026, to June 30, 2031. The Mayor is authorized to execute all necessary documents for this contract. The vote was unanimous.
Pallet LLC Special Permit for Alcohol Service Approved; Jolly Vapors Tobacco Store Permit Denied
The City Council held a public hearing and approved a special permit for Pallet LLC to serve alcoholic beverages at its event space at 16A City Hall Square. This permit allows service within 50 feet of a school (St. Mary's Lynn), as the space operates as a private event venue, not a bar or nightclub, and alcohol service occurs after school hours and in connection with scheduled events. Profits from the venue support the nonprofit Center Board. The approval requires a subsequent application for an annual liquor license to the Lynn Licensing Commission and ABCC. The council also approved a special permit for Jolly Vapors to operate a tobacco store at 431-433 Chatham Street, which was later unanimously denied by the council following detailed testimony from Councilor Mattoo citing multiple past violations by the business, including selling to minors and illegal product storage, and safety concerns due to proximity to schools.
