Cutler Bay Receives Clean Audit Opinion for 2025 Comprehensive Financial Report
Andrew Fearman presented the town's 2025 Annual Comprehensive Financial Report (ACFR), highlighting a 'clean opinion' from auditors, indicating the town's financial statements are presented fairly. The report, a 159-page document, includes introductory, financial, statistical, and compliance sections. The town received a Certificate of Excellence for Financial Reporting for the 2024 report and expects to receive it again for 2025. Key financial points include a healthy unassigned fund balance of $27.4 million, exceeding GFOA recommendations. A planned utilization of fund balance reserves for soil remediation in Legacy and Blue Heron parks resulted in a decrease of approximately $988,000, but would have otherwise shown an increase of $3.2 million. The stormwater fund now shows a positive unrestricted net position of $916,000 and positive operating income of $578,000, fulfilling a planned transition from deficit in 2025. The audit found no significant deficiencies or material weaknesses in internal control and no instances of non-compliance, with no audit adjustments proposed by the auditors.
