Creek Road Crosswalk Study Initial Findings Presented to Council

The study corridor extends from Wasatch Boulevard to 13th East. The presentation also highlighted the importance of enhanced crosswalk treatments beyond paint due to high traffic volumes and speeds.
Public Works Capital Improvement Report Highlights Project Status and Budget Challenges
Public Works Director Matt Ship presented a capital improvement report for fiscal years 2025-2026 and 2026-2027, detailing completed, ongoing, and upcoming projects. Completed projects last fiscal year include the Stephen area reconstruction and a large sidewalk project in the Sundown area. Projects currently in construction or signed for construction this fiscal year include the Cardiff Rebuild, Fort Union widening, citywide striping, sidewalk reconstruction, and trip hazard mitigation. Significant upcoming projects include Highland Drive reconstruction, estimated at $2.9 million, which has grown from a mill and overlay project due to its poor condition. The report highlighted a budget shortfall for capital projects if Highland Drive is undertaken this year, with remaining funds only sufficient for smaller repairs and maintenance.
Council Debates Bicycle Lane Safety, Parking Restrictions, and Green Paint Implementation
The Council discussed amendments related to bicycle lane safety, stemming from state legislation passed about 1.5 years prior that limits parking. Municipalities have authority to sign and indicate areas where vehicular parking may be necessary. The discussion focused on public education and engagement regarding new legislation, the challenges of enforcement, and potential solutions such as painting bike lanes green at conflict areas. Concerns were raised about the cost of green paint, the enforcement bandwidth of the police department, and the continuous need for bike lanes versus intermittent markings. The issue of parking in bike lanes, particularly on 2300 East and Bengal Boulevard, was highlighted. The Active Transportation Subcommittee will provide written recommendations.
