He had incurred significant costs, including $22,000 for the roof and $10,000 for the security system, but could not provide the required multiple quotes for most items, stating he had to proceed with repairs due to contractor issues and damage from Hurricane Barrel. The council emphasized the need for proper documentation and adherence to grant guidelines before approving funding.
