City Pursues Economic Development Strategies with New Contracts
The city manager reported on executed contracts and ongoing economic development initiatives. The city hosted its first 2026 community pop-up event at Milam Park, with 13 community members attending. The executive leadership team held a mid-year retreat to translate council goals into operational action plans, assigning actions to departments. The city also celebrated the opening ceremony for the 2026 Community Youth Summer Basketball Camp, which was deemed a success, with plans to expand the use of the gymnasium for fall programs.
City Adapts to New Permitting Laws and Submits Government Survey
Georgia Senate Bill 447, a major permitting reform law, became effective on July 1st, aiming to streamline local review processes and reduce delays. The city is collaborating with DeKalb County and its government liaison, Martha Ravello, to ensure compliance with the new law, particularly regarding development permit review timelines. Discussions are also underway with the city attorney and building official to assess the impact on city processes. Additionally, the city completed and submitted its 2026 government management indicator survey report to the Department of Community Affairs by the June 30th deadline.
Coin Laundry Permit Moved from Consent to New Business Agenda
The council moved to remove Item 7C, a conditional use permit (CUP) for a coin-operated laundry at 3635 Church Street, from the consent agenda to new business. The permit, CUP 2026-002, was for establishing the laundry at parcel ID 1806601013. A condition regarding expansion was noted during discussion. The motion to move the item passed, and it was subsequently addressed under new business as item 9B.
Police Department Faces Vacancies Amidst Active Investigations
The police department has a budget for 21 sworn officers, with 10 patrol positions filled (including sergeants and uniformed officers) and three administrative command positions filled (chief, assistant chief, captain). There are currently six vacancies: three uniformed patrol officers, one detective, one PIOH (public information officer/community style administrative sergeant), and one lieutenant. Despite vacancies, the Communications Investigation Division (CID) has been effective, successfully advancing investigations, resulting in five arrests and 18 warrants across 26 assigned cases, with 20 cases cleared.
