The streetlight foundation standards were updated based on a collaborative effort with the Chico Builders Association (CBA), resulting in a revised design that uses less reinforcing steel and concrete while maintaining structural capacity. This performance-based standard is expected to reduce construction costs and material usage. The amendments were approved unanimously.
Chico Council to Study Big Chico Creek Water Quality and Safety
Council Member Winslow requested discussion on the water quality of Big Chico Creek, highlighting concerns about swimming safety, confusing advisory thresholds, and long-term impacts of climate change. The council acknowledged the importance of the creek as a community asset and the need for accurate information. The motion passed unanimously.
Chico Council Advances Entertainment Zone Ordinance for Downtown and Marion Park
The City Council voted to introduce an ordinance establishing entertainment zones in downtown Chico and Marion Park, allowing adults 21 and over to legally possess and consume alcoholic beverages purchased from licensed businesses while walking within specified public areas. The ordinance is based on state legislation (SB 969, effective January 2025). The rationale is to enhance the downtown and Marion Park experience, support economic development, increase foot traffic, and create vibrancy. Several cities, including San Francisco and Redding, have successfully implemented similar zones. The ordinance includes rules regarding approved containers, consumption within boundaries, and prohibits bringing alcohol from outside the zone or taking it beyond its boundaries. Business signage will indicate dos and don'ts, and recycling receptacles will be increased. The ordinance passed its first reading with an amendment to include an annual review instead of biennial.
