City Endorses Nomination for Opportunity Zone 2.0 Designation to Boost Economic Development
The City of Burkburnett is supporting the nomination of Census Tract 135.04 for Opportunity Zone 2.0 designation. This designation, a federal economic development tool, provides tax incentives to private investors for qualified investments in designated areas. Census Tract 135.04 includes much of the downtown area and portions of the Interstate 44 frontage corridor. While the designation does not provide direct funding to the city, it is expected to attract private investment, redevelopment, housing, and job creation. The city already has a downtown area within a continued opportunity zone, and this designation would allow for layering of economic development tools. Letters of support have been received from Wichita County Commissioner Fin Cannon and Judge Johnson. Staff is authorized to coordinate and submit supporting materials. The tract's boundaries generally follow railroad tracks to the west, the truck route to the north, Kramer to the south, and Highway 240/I-44 to the east. The designation is based on income levels and is an opportunity for the city to market the area for private investment, with any business still needing to comply with city ordinances and zoning. The resolution was approved.
City Approves 5-Year Lease Agreement for New Street Sweeper
The City of Burkburnett approved an agreement with Dext Capital for the purchase and lease of a new street sweeper. The current sweeper is inoperable and too costly to repair. The new sweeper, a Tymco Model 435, will be acquired through a Sourcewell contract. Instead of an outright purchase, the city will enter into a 5-year fair market value lease agreement with annual payments of $39,897.73. At the end of the lease term, the equipment will be returned. This lease option is preferred over purchasing to manage costs and avoid future depreciation and repair expenses. Funds for the lease payments are available in the stormwater drainage fund. The agreement includes a warranty and a 3-year service maintenance contract with Tymco, which includes employee training. The city plans to maintain the sweeper diligently to ensure its longevity. In case of damage, the sweeper is insured, and a temporary replacement will be provided.
Antero Group Selected for Engineering Support on TWDB Water Supply and Infrastructure Grant
The City of Burkburnett is seeking approval for an engineering services agreement with Antero Group LLC to support the implementation of the Texas Water Development Board's (TWDB) Water Supply and Infrastructure Grant (W SIG). The city is eligible for up to $21 million in grant funding through the Greater Texoma Utility Authority (GTUA). Antero Group will provide comprehensive services including engineering, planning, grant support, design, procurement assistance, construction administration, and project management for the W SIG program. Services include optimizing the well system, expanding groundwater storage, developing SCADA and monitoring systems, water quality improvements, hydraulic modeling, engineering design, permitting, and construction oversight. The agreement establishes a framework, with individual projects authorized by purchase orders. The contract is contingent upon W SIG funding award, with a not-to-exceed fee of $3.1 million (approximately 15% of the maximum award). Staff recommends approval to position the city for rapid implementation of water infrastructure improvements should funding be awarded.
Veolia Water Services Update: Plant Performance, Maintenance, and Public Education Efforts Highlighted
The city council reviewed an executive summary detailing the performance of Veolia Water and Wastewater services. Key updates included successful maintenance of the wastewater treatment plant with zero violations and SSOs, replacement of an airline in an aeration basin, and the hiring of a local resident. For the water treatment plant, pricing for sand filter media replacement is pending, salt intake was reduced, and the plant was offline for 10 days for temporary wasting line tie-in and tank cleaning, resulting in purchased water usage. Operational achievements included numerous new and reconnects/disconnects of water service. Maintenance efforts focused on proactive upkeep, including diffuser replacement in an aeration basin and sewer line rehabilitation. A sewer line replacement project near city hall aimed to resolve recurring issues. The permanent wasting line project is awaiting TCEQ approval, with new wasting tanks on-site. Debris, including drug paraphernalia, was removed from manholes, highlighting the need for public awareness. Veolia Academy presentations may be made available to the public to improve understanding of water processes. Discussions also touched upon the community's general lack of understanding of complex water treatment processes and the reliance on social media for information. The importance of clear, simple communication about the water treatment process was emphasized, acknowledging it's a long-term healing process for public perception.
