Dangerous Animal Ordinance Revised to Correct Jurisdictional Error
The city approved a revision to ordinance number 1872 concerning dangerous animals. The revision corrects an error in the current draft that mistakenly identified the county court at law as the appellate jurisdiction for appeals from municipal court regarding dangerous animal findings. Since Vernon does not have a county court at law, the ordinance was amended to correctly identify the county court as the appellate jurisdiction.
City to Review Outdated Payroll Processing Agreement with Business Development Corporation
The city is proposing to revise its agreement with the Business Development Corporation (BDC) concerning payroll processing fees. The current agreement dates back to 2003, making it 23 years old. The commission was asked if they wished to move forward with reviewing and revising this outdated agreement. While not asking for approval of a new agreement, the discussion highlighted the need to ensure fair pricing and conduct due diligence by comparing similar arrangements in other cities. A motion was made to revise the agreement, which passed.
City Recognizes Former Canine Officer Jack, Drug Bust Funds to Upgrade Police Technology
The City Commission recognized Quentin Hall, a former police officer, and Jack, the city's first canine officer. Jack's handler, Charles, detailed Jack's successful career, including his participation in numerous competitions and his role in a significant drug bust that led to asset forfeiture funds. These funds, approximately five years later, are being used to upgrade police department technology. The city also has a current canine officer named Archer.
City Commission Approves 2025-26 Budget Amendments, Shifting Deficit to Surplus
The City Commission reviewed and approved proposed amendments to the 2025-26 budget. The amendments significantly altered the projected total expenditures and revenues, aiming to reduce a substantial deficit. Key changes included the removal of a budgeted expense for a new slide, adjustments to the EDA grant, and revised utility expense projections. The amendments resulted in a projected surplus for the upcoming fiscal year, a significant improvement from the original budget's deficit.
