Mayor Reports on Diverse Engagements, Community Support, and Positive Intergovernmental Relations
The Mayor provided a report on activities from July 10th to July 18th, 2026. Engagements included meeting with the new Y director, attending a MAC barbecue, a cancer fundraiser event, speaking at the Cosmopolitan Club, and attending the 28th Mission Support Group change of command. The Mayor also toured the Minnaloosa Senior Center, attended a Chamber board meeting discussing upcoming mixers (including a city staff mixer), and hosted a tourism group. A new sign for the Air and Space Museum was installed across from Loves. The Mayor also shared a letter from Troy E. Mick, Secretary of the Air Force, thanking the city for its support of airmen and families at Ellsworth Air Force Base and acknowledging the city's advocacy for national security missions.
City Council Approves Order of Business, Declares No Conflicts, and Reviews Public Input Channels
The City Council reviewed and approved the order of business for the meeting, with a motion by Beauchamp and a second by Schubert. Following this, a declaration of potential conflicts of interest was made, with none being declared. The council then moved through public hearings and public comment, receiving no input from the public either in person or via email. Awards and recognitions were noted as none.

The City Council meeting concluded with a motion to adjourn, made by Talis and seconded by Schubert. The meeting adjourned at 7:19 p.m. on July 21st, 2026.
Finance Committee Approves Numerous Agreements and Permits, Including County Cooperation and Special Event Logistics
The Finance, Legal, and Public Safety Committee met on July 7th, 2026, and reported on several items. These included a joint exercise of governmental powers agreement with Pennington County for jurisdictional changes on several roads, recommended abatements for a mobile home, and special event L Call Permit Applications for Hangar Pub LLC for two events. Vendor agreements for Summer Nights Inc. and Powerhouse for the Salute to Ellsworth event were also approved. A mass subscription agreement with ISOL Talent Acquisitions was approved, along with a letter of intent regarding Senate Bill 130 for future road and infrastructure maintenance associated with a project. All recommended items were approved and forwarded to the council.
Q2 Financial Report Shows Healthy Overall Position, Strong Revenues, and Positive Sales Tax Trends Despite Some Budget Adjustments
The City Council reviewed the 2026 Quarter Two Financial Report presented by Finance Officer Renee Baker. Overall revenues were strong, with approximately $17 million taken in and $18 million expended by June 30th, 2026. In the general fund, revenues were $5,151,000 and expenses were $4,747,000, with revenues trending well and expenses within budget. Sales tax is up over last year but slightly below projections, with expectations of improvement from upcoming events. The triple B funds (promotion of the city) are breaking even. Business Improvement Districts reported revenues of $629,000 and expenses of $1,099,000, noting a planned operational loss covered by fund balance due to tourism fluctuations. Capital improvement projects will see upcoming transfer resolutions, and some costs are expected to be higher than initially budgeted, such as the community siren and HH study funding. Enterprise funds, including water and wastewater, are also performing well, with wastewater projects nearing completion. The solid waste fund is running tight, and the TIFF fund has $1.4 million in revenue and $750,000 in expenses, with developer agreements expected in Q3. The overall cash and fund balance is healthy, though the general fund balance is expected to decrease slightly with Q3 transfers. Sales tax and property tax revenues are trending upwards for Q3, with a second property tax payment in November. Hank Per Stage, Minister, noted a nearly 13% increase in June 2025 sales tax figures over the previous year, contributing to an overall 4.5% increase year-over-year, though still slightly behind pace.
