Mayor Solomon Unveils Proposed 2027 Budget with Focus on Infrastructure, Public Safety, and No Property Tax Increase

Mayor Solomon presented the proposed 2027 budget, highlighting a 7.4% decrease from the previous year, totaling nearly $25 million less. This reduction is attributed to responsible budgeting and decreased capital expenses, particularly at the airport and for water reclamation. The budget prioritizes infrastructure, public safety, and quality of life, with no property tax increase recommended due to strong sales tax revenue and a proposed county-level half-cent sales tax. Significant investments are planned for roads, including the largest investment in Rapid City history, with $450,000 for a proactive road crew, $3 million for mill and overlay projects, $16.7 million for road reconstruction (e.g., Wonderland Drive, Skyline Drive), and $17 million from the vision fund for new road construction. Public safety sees substantial investment in a North Side Police precinct ($3.2 million) and a new Fire Station 9 ($9 million), along with hiring 15 new firefighters and six new ambulance personnel. Quality of life initiatives include $66 million for an indoor sports facility, $500,000 for Main Street Square improvements, and restoration projects at Canyon Lake Park. The budget also allocates funds for community investments in public safety, crisis services, and community enrichment, including increased funding for the Humane Society and support for organizations like Journey On and Cornerstone Rescue Mission. A council contingency of $820,000 is proposed for initiatives agreed upon by the council.
