City Continues Progress on Multiple Road Construction Projects

The city is progressing with various road construction projects, including Memorial Highway, First Street, and City 241. Memorial Highway's east half is nearing completion with all lanes open and punch list items being addressed. The west half is progressing with storm sewer work and underground utility installations. The First Street reconstruction project is wrapping up phase one and preparing for phase two paving, with a temporary gravel solution for the intersection of Fifth and First. Segment three of First Street is undergoing removal and utility work. Project three city 241 near Red Trail Elementary is nearing completion with sidewalk extensions and concrete work finishing up, and crack sealing in preparation for fog and chip seals, with completion expected in mid-August. Collins Reservoir is substantially complete with punch list items and site seeding, irrigation, and lighting being addressed.

City Adopts Updated Change Order Policy for Engineering Department

The city commission is considering an updated policy for change orders in the engineering department. The original policy, adopted in 2009, was deemed too restrictive. The proposed update aims to provide a more flexible, percentage-based scale tied to project cost, allowing city engineers to approve a larger cumulative amount of change orders without requiring commission approval for every instance. The current limit for change orders is $25,000, regardless of project size, which is considered restrictive for both small and large projects. The new policy will implement tiered percentages: up to 5% for projects $0-$1 million, 4% for projects $1-$2.5 million, and 3% for projects over $2.5 million, with a maximum cap of 20% for all change orders. The policy update was approved.
