The applicant stated the project would likely not proceed without the Renaissance Zone funding. After considerable discussion about asset allocation, potential ROI, and the policy of incentives, the Commission voted 3-2 to approve the application.
Divine Taste of Africa Granted Class GH Alcoholic Beverage License
The City Commission reviewed an application for a Class GH alcoholic beverage license for Divine Taste of Africa Cuisine Catering Services LLC, doing business as Divine Taste of Africa, to be located at 855 45th Street South Suite A1. This license allows beer and wine sales, with no spirits, bars, or off-sale privileges. A food requirement of 50% or more applies. The initial fee is $1,800 and the yearly fee is $700. The restaurant is described as an authentic African restaurant with a casual, family-friendly setting. The police found no significant issues with the background check of the manager or owner. The Liquor Control Board approved the license, and the Auditor's Department recommended approval. The Commission voted to approve the issuance of the GH license.
Construction Project Updates Include Roadways, Fiber Buildout, and Flood Control
Mr. Nacklas from the Engineering Department provided an update on ongoing construction projects. There have been no safety incidents on city projects. Updates included fiber buildout progress, concrete pavement repair on 45th Street South with lane reductions and detours, and reconstruction on 32nd Avenue South and NP Avenue. Core neighborhood reconstruction projects in Longfellow, Hawthorne, and Roosevelt neighborhoods were detailed, with various stages of completion including underground utilities, roadway paving, sidewalks, and driveways. New development projects like Selkirk Place 4th Edition and apartment buildings were mentioned, along with asphalt work and the southwest metro pond excavation. The VA Trail shared use path and the Belmont flood wall project were also highlighted. Completed projects include utility verification on First Avenue North and crackfill/seal coat work. Newly awarded projects set to begin are JNO 540 Fifth Street Apartments and 8th Avenue South.
JS2L Partners Renaissance Zone Application for 128 8th Street South Rehab Approved
The City Commission approved a Renaissance Zone application for a rehabilitation project for JS2L Partners, LLP, located at 128 8th Street South. The project involves rehabilitating both the interior and exterior of the building. The current building value is $627,000, with a proposed investment of $1.3 million, equating to approximately $135 per square foot. Estimated annual property taxes are projected to increase from $9,300 to $33,000. The Renaissance Zone Authority unanimously approved the project, and staff believes it meets the development plan's intent. The Commission voted to approve the application.
RV Owner Granted 90-Day Extension for Repairs Following Junk Vehicle Notice
The City Commission heard an appeal regarding a vehicle removal notice for a Ford RV at 379 7th Avenue South, which had been designated as a junk vehicle. The Inspections Department posted a tow notice after observing the inoperative RV on the property, citing ordinances on junk vehicles, storage, and dismantling. The owner's representative, Deb Schaefer, appealed, stating the owner, Doug Hansen, is actively repairing the RV despite having a disability and limited financial resources. Repairs completed include the starter, alternator, power steering pump, brake master cylinder, and tires, with ongoing work on engine wiring. The owner requested time and understanding to complete the repairs. After discussion, the Commission voted to grant the owner 90 days to complete the repairs, after which the RV would be towed if not addressed. The motion passed unanimously.
