The City Council approved the first reading of a bill for a Special Use Permit for a minor vehicle repair use at 116 Wilbur Parish Circle. The proposed site is the west unit of a three-tenant building. Access is through a single overhead garage door serving three interior service bays. The site plan confirms sufficient space for the required six parking spaces. No site or building improvements are required. One person spoke in opposition at the Planning Commission hearing, citing concerns about traffic and street parking. The Planning Commission recommended approval of the Special Use Permit 8-0, and staff recommends approval.

Special Use Permit Approved for Freedom Flex Mini-Warehouses

The City Council approved the first reading of a bill for a Special Use Permit for Freedom Flex, a mini-warehouse use on the 5.04-acre lot at the southwest corner of 58 Highway and South Prospect Avenue. This permit is required for the two 25,000 sq ft mini-warehouse buildings within the M1 zoning district, as personal self-storage is the most intensive proposed use. Other proposed uses are allowed by right or with conditions. The Planning Commission recommended approval of the Special Use Permit 6-2 after a public hearing where one resident spoke against it and another submitted an email in opposition, citing concerns about adding more warehouse space. Staff also recommends approval.

Adessa Carvana Facility Expansion Plan Includes New Maintenance Building and Parking Lot Redesign

Staff presented a preliminary development plan application for building expansions at the Adessa Carvana facility on 155th Street. The plan includes a 93,444 sq ft vehicle maintenance facility on the east side of the building, designed to accommodate approximately 90 vehicles for sale preparation. Site improvements include a 1,000 sq ft car wash addition and reorienting the entire parking lot to convert over 12,500 spaces from 90° angled to angled parking with revised drive aisles. Notably, the three westernmost parking lot aisles are within Kansas City city limits and not under Belton's review. A maintenance canopy with shipping containers is proposed for the Kansas City side, as Belton prohibited this. A public hearing is scheduled for the Planning Commission next Tuesday, with the item to come before City Council in August. The expansion is not expected to increase the overall number of vehicles, and may even allow for quicker processing due to the expanded maintenance facility.

Freedom Flex Development Moves Forward with Rezoning Approval

The City Council considered and approved the first reading of a bill for Freedom Flex, a commercial flex space and mini-warehouse development. The project involves rezoning approximately 0.85 acres of C2 General Commercial land to M1 Light Industrial to match the remainder of the 5.04-acre lot for cohesive development. The plan includes a 13,750 sq ft commercial flex space building with 10 units intended for small businesses, contractors, and retailers, each with storefronts and rear overhead garage doors. Behind this, two 25,000 sq ft mini-warehouse buildings are planned for storage, hobby shops, and similar uses. Personal storage requires a special use permit, which is the next agenda item. One resident spoke against the project, and another submitted an email in opposition, both citing concerns about adding more warehouse space. The Planning Commission recommended approval of the rezoning and preliminary development plan 6-2, and staff also recommends approval.

Spanish Villa Subdivision Vacated, Mill Valley Plat Approved

The City Council approved the first reading of a bill to vacate the undeveloped portion of the Spanish Villa subdivision, including lots 128 through 212. This vacation is intended to allow for a replat of the property to match existing conditions, addressing issues with the original 1972 plat which was acquired by the city in 2021 for regional storm water detention. Residents expressed concerns about potential future development impacts on traffic, privacy, schools, and wildlife. The Planning Commission unanimously recommended approval, citing that no development plan is currently proposed. Following this, the council also approved the first reading of a bill for the final plat of Mill Valley, a two-tract subdivision on the same 22.67 acres. Tract A includes a drainage easement for the storm water detention facility, and Tract B covers the remaining acres, eligible for disposition. Both tracts are designated as undevelopable in their current state, but Tract B could be further subdivided in the future. The Planning Commission recommended approval of the final plat 7-1, and staff also recommends approval.
