Bellair Town Commissioners Adjust Planning Commission Term Limits to Ensure Staggered Appointments

The Bellair Board of Town Commissioners discussed and approved Resolution 1278-26, which adjusts the term limit of Jeffrey Stam on the Town of Bellair Planning Commission. This adjustment is necessary to comply with Maryland law requiring staggered five-year terms for planning commission members. Mr. Stam's term was reduced by eight months to avoid having four commissioners' terms expire in the same year. Mr. Stam was informed and agreed to this change. This action aims to prevent significant turnover at one time, ensuring a mix of experienced and new members on the commission and facilitating smoother operations. The board will aim to better manage staggering issues in the future.

Bellair Police Department Renews Body Camera Contract with Axon Enterprises, Securing Cost Savings and Technology Upgrades

The Bellair Board of Town Commissioners accepted a quote from Axon Enterprises Incorporated for the renewal of the Axon body-worn camera contract, including an accessory package, for a total cost over a 5-year period. The Bellair Police Department began using body cameras in 2020, before state mandates. This early renewal consolidates two smaller, grant-funded contracts (GOCAP) into the new 5-year contract, which will result in cost savings of $199,988.81. The renewal also includes bundled savings of nearly $200,000 and an estimated $42,000 in cost avoidance. The town will receive a $3,755 transfer credit. The new contract provides full vendor support for 40 body cameras, accessories, and the cloud-based storage program, Evidence.com. Software upgrades include auto redaction of faces and license plates, and auto-tagging that syncs with computer-aided dispatch. The system has improved officer safety, reduced complaints, enhanced transparency, community relations, investigations, prosecutions, and training.

Bellair Town Commissioners File 2025 Planning Commission Annual Report

The Bellair Board of Town Commissioners reviewed and filed the Bair Planning Commission's annual report for 2025. The report details development capacity, preservation activities, and the implementation of the comprehensive plan. It also noted changes to development regulations regarding open space and the fee in lieu implementation. In 2025, the commission approved four new single-family lots on Lynwood Avenue, 30 new apartments on Bond Street as part of a mixed-use development, and preliminary approval for the expansion of Chick-fil-A's drive-thru, along with office and restaurant uses on Bond Street. The report also includes details on board of appeals and historic preservation commission approvals. The board acknowledged that the report is required by law to be filed and serves as a record for future planning purposes, with no input or approval required from the town commissioners themselves. The county's report was completed by June 1st.
