Batavia Secures Over $11 Million for Lead Line Replacement and Inventory
The City of Batavia has been awarded funding for lead service line inventory and replacement through the New York State Department of Health Drinking Water State Revolving Loan Fund Program. The city received $772,000 for completing its lead service line inventory and $7.5 million in grant money for lead line replacement, supplemented by up to $3.2 million in interest-free financing. Combined, these awards total $8.2 million in grant funding and $3.2 million in interest-free financing. The city plans to use these funds to continue its inventory project and begin replacement efforts, with a 10-year timeframe to replace all lead lines, including those on the customer side. The city council voted to accept these awards.
Batavia Council Discusses Outdated City Codes, Proposes Review
Council Member Bealey initiated a discussion regarding the city's codes, noting that the last online update found was from June 25th, 2001, suggesting a need for a comprehensive review and update after 25 years due to significant societal, technological, and urban changes. He highlighted that the code mentions a 'neighborhood improvement committee' that appears to no longer exist, despite being listed as a consequence for nuisance properties. Bealey proposed reforming this committee or otherwise reviewing and updating the code, citing the animal section as an example that primarily addresses dogs and might need broader coverage. The discussion involved city staff clarifying that state building and fire codes are updated regularly, while the municipal code is separate. Staff noted that some aspects of the code, like grass and weeds, are cited from the municipal code, while others fall under state codes. The potential for a zoning committee to review the municipal code after completing its current tasks was discussed, along with challenges related to enforcement timelines, court processes, and limited staff capacity.
Batavia Council Approves Board Appointments, Budget Amendments, and Judge's Term Confirmation
The City Council reviewed and approved resolutions related to several appointments and personnel matters. This included appointing members to various city committee boards (Resolution 92-2026), confirming the term of Acting City Court Judge Andrea R. Kleinhenz (Resolution 97-2026), and designating the Assistant City Manager as the responsible local official for the New York State Minority and Women Business Enterprise Equity Business Opportunity System (Resolution 95-2026). Additionally, the council considered and approved amendments to the health insurance and workers' compensation fund budgets (Resolution 96-2026).
Batavia Updates Official Designation for NYS DOT Opportunity System
The council discussed the need to update the resolution designating the responsible local official for the New York State DOT Equitable Business Opportunity System. Initially, the resolution identified an individual, but the city wishes to change this to a position to ensure continuity. The proposed change designates the Assistant City Manager as the responsible local official, allowing for broader coverage across future administrations. This update aims to streamline the process and avoid needing to revise the resolution with each personnel change. The council voted to move this resolution forward.
Batavia Council to Investigate Historical Marker and Time Capsule
During the meeting, council members discussed an incident involving a historical marker, an obelisk approximately 6 feet tall located on the front right corner of a property. Residents inquired about the city's plan to relocate or handle the marker, especially given its potential depth and the limited space near the new city hall and police station. The city acknowledged the reminder and committed to looking into the matter. There was also mention of a buried time capsule near the marker. The council agreed to investigate the historical marker and time capsule.
