Austin Utilities Agreement for Indoor Pool Extended
The council approved an extension of the conditional purchase agreement with Austin Utilities for the second indoor pool, located across the street from the water tower. This agreement, originally made in 2016 with a 10-year term, allows Austin Utilities to continue using the pool structure. Austin Utilities wishes to keep it for a longer period, and Mr. Byron worked with them to extend the timeframe. Wyant was also involved and had no issues with the extension. The resolution passed unanimously.
City Hall Security System Upgrades Approved
The council approved upgrades to the city hall security system. The resolution passed unanimously.
School Resource Officer Agreement Renewed for Another Year
The council renewed the agreement for School Resource Officers (SROs) in schools, continuing a contract that has been in place for approximately 25 years. Two SRO officers will be stationed in the schools. Chief Hartman provided supporting documentation. The SRO program is highly valued by the schools, heavily utilized, and considered effective in preventing issues and supporting students. The resolution to approve the renewal passed unanimously.
City Addresses Link Between Street Projects and Drainage Issues, Cites Infrastructure Limitations
In response to resident concerns about basement flooding and sewer backups, Stephen Lang addressed the relationship between street construction and drainage issues. He stated that televising of sanitary sewers after street reconstruction projects has not revealed any issues linking the sewer reconstruction to the flooding. Lang also noted that the number of storm sewer inlets on a block is not specifically dictated by a reason for or against it. Regarding the road project on Third Avenue, he explained that replacing a 30-inch pipe with a 42-inch pipe would require excavation across Oakland Place, which is not currently in the Capital Improvement Plan (CIP). Lang emphasized that city-driven modifications within a home carry liability, which is why they are hesitant to implement intrusive city-based inspection programs. He also clarified that the B.M.S. (likely referring to levee systems or flood barriers) are for river water, not rainwater. The city is aware of the problems and is working on a long-term plan, but acknowledges there is no single, quick solution.
Sanitary Sewer Lining Project Awarded to Insitu Form Technologies USA for $1.44 Million
The council considered bids for the 2026 sanitary sewer lining project, a process that involves installing a new pipe within existing sewer mains to eliminate joints and prevent infiltration of roots and groundwater. This method is less intrusive than complete reconstruction. The project is located in the southwest part of town, spanning from 1st Avenue Southwest to 11th Avenue Southwest, between 9th Street at 4th Avenue and 12th Street by the fairgrounds. Insitu Form Technologies USA submitted the low bid of $1,443,682.90. Access to the sewer mains will be through manholes, avoiding road excavation. The project will involve bypass pumping, which may temporarily impact driveways and cause odors during resin curing, but letters will be sent to adjacent property owners to coordinate and minimize disruption. The council awarded the bid to the low bidder.
